Additionally, he/she will liaise closely with IOCC sub-recipients, supporting sub-recipient monitoring and oversight. He/she will also support report and proposal development and writing. The MEAL Coordinator (Consultant) will support staff to collect, document, analyze, and disseminate data. Working with the Country Representative, the MEAL Coordinator (Consultant) will coordinate information management and reporting systems for IOCC Jordan. The MEAL Coordinator (Consultant) will also complete special projects and complete requests for MEAL tools and other needs, as assigned. This is a full-time, short-term consultancy (maternity leave coverage) based in Amman, Jordan, with frequent travel to field locations. Only candidates already available to work daily in Amman and available from mid-to-late June 2023 until end of November 2023 will be considered. GENERAL RESPONSIBILITIES Responsibilities will include, but are not limited to: Implement assigned MEAL activities in accordance with proposal(s) and in full compliance with IOCC and donor regulations and agreements, ensuring timely implementation of project(s); supporting development of, tracking, and following the set work plan(s); and meeting deadlines set by IOCC and donors Collect data and maintain thorough documentation regarding project indicators, outputs, and outcomes in close coordination with relevant project staff Lead and support ongoing MEAL of IOCC activities, developing and using surveys, focus group discussions, site visits, other M&E tools and providing timely reports, inputs, and feedback to IOCC management Maintain internal tracking tools for the IOCC Jordan’s M&E needs (such as indicator tracking, setting baselines, evaluations, lessons learned and recommendations, and follow-up on recommendations) Complete regular MEAL reporting requirements to IOCC headquarters on behalf of the Jordan office, such as submission of a monthly dashboard and respond to ad hoc requests Develop tools and guidelines for data collection, collation, and reporting Manage IOCC’s hotline and feedback and referrals email addresses, including answering the phone during working hours, responding to messages, logging phone calls/messages, managing volunteers to support message checking, completing follow-up on calls/messages internally and externally, and keeping the Country Representative up-to-date on incoming calls and messages Maintain up-to-date internal and external referral tracking and provide timely follow-up with the referring party, including direct follow-up with IOCC program staff Maintain up-to-date submissions of data on UNHCR’s Refugee Assistance Information System (RAIS) system by ensuring regular communications with UNHCR, as needed, receiving updates by project staff, and troubleshooting any issues that may arise Support the Project Manager and Finance Department in sub-recipient monitoring as outlined in IOCC’s Sub-Recipient Policy, as well as through needs identified by project and country management, including preparing monitoring reports and following up on these, as needed Attend sector, sub-sector, AAL Hub, and taskforce working group meetings, as requested, and provide updates to the Country Representative and relevant staff Submit weekly reports to IOCC Country Representative detailing work completed, as well as identifying challenges and offering potential solutions to issues as they arise Work closely with project teams and conduct data analysis for requested surveys on a timely basis Carry out any additional task, as requested.
