Legal Advice for Building Open and Sustainable Carbon Market

The GLOBAL GREEN GROWTH INSTITUTE in Korea from Asian region had released this tender for Request for proposals are invited for Legal Advice for Building Open and Sustainable Carbon Market in Lao PDR. PROJECT BACKGROUND: GGGI will support the Ministry of Natural Resources and Environment to implement the “Building Open Sustainable Carbon Markets in Lao PDR” program, funded by the Government of Australia through the Department of Foreign Affairs and Trade (DFAT) during 2023-2026. GGGI will provide policy support and technical assistance to the Government of Lao PDR to create a multi-sectoral policy and regulatory framework for its participation in international carbon markets and to identify viable mitigation projects. The project’s first outcome during 2023-2024 focuses on establishing the policy, institutions, and systems to further build carbon trading readiness and enable the country’s participation to international carbon markets. A significant deliverable under this outcome is the formulation (and adoption) of a national carbon market decree by 2023. This decree should be adapted to the country’s context and aligned to international rules of engagement under the Paris Agreement. OBJECTIVE OF THE ASSIGNMENT: The objective of this consultancy is to provide expert technical and legal advice to GGGI for the development of a comprehensive carbon market decree that aligns Lao PDR’s legal framework with the Paris Agreement’s Article 6, emerging international voluntary market guidance and international best practices, and existing laws and regulations in Lao PDR. PROPOSED ACTIVITIES: Proposed activities for this Consultancy are as follows: Activity 1: Undertake a rapid scoping of the legal and regulatory context with recommendations.
