The DEPARTMENT OF ROADS in Lao People,s Democratic Republic from Asian region had released this tender for Expression of Interest are invited for Consulting Service Finn for Implementation Support and Work Supervision Consultant. Scope of the Assignment The Consultant shall be responsible for the monitoring of the Contractor’s performance and shall provide implementation support to DoR/MPWT and EDPD/PTI during the implementation of the Project (NR13SE) including ensuring full compliance with the ESS measures as required by the AIIB and GOL and the preparation of the required reporting on these. The tasks include, but not limited to, the following: i) Review and recommend for approval of the detailed designs as well as the C-ESMP, traffic management plan and all other documents to be prepared and submitted by the contractors for the OPBRC contracts, (including any adjustments, compliance with design standards and international best-practice appropriate to Lao conditions in terms of climate resilience, recommendations on road safety from road safety audits, E&SESS measures especially those related to occupation health and safety of workers and local communities, etc.) in line with the conceptual designs and the E&S documents approved by AIIB and GOL; ii) Monitor rehabilitation, improvement and emergency works, and report on progress, compliance with the requirement of technical specifications of the works and quality control, as well as ensuring compliance with C-ESMP and other ESS requirements during construction works and maintenance services under the OPBRC on NR13SE; iii) Monitor the contractor’s compliance with the required service levels of maintenance services throughout the duration of the Monitoring Consultant contract, including providing advice to MPWT on technical issues, contract management, and safeguards activities; iv) Assist DoR/MPWT and EDPD/PTI in implementing and report on any leftover tasks of RP implementation and also addressing any additional resettlement impacts including relocation of public utilities caused by the detailed design; v) Monitor, supervision and report on the implementation of mitigation measures to reduce potential negative impacts on local environment and local people during construction and maintenance services as required by the AIIB and GOL, including review, recommendation for approval, and monitoring of the C-ESMP to be prepared and implemented by the Contractor. Special consideration must be given to ensure effective implementation of the ESHS measures to prevent and address occupational and community health and safety issues of workers, Labor Management Plan (LMP) and local communities and compliance with the Code of Conduct (COC) related to SEA, GBV, VAC, LMP and the campaigns related to HIV/AIDS awareness and road safety; vi) Other tasks as necessary in the project implementation with tender notice no. 005-DOR/QCBS-001 published on 28 Mar 2023.
