Jul 2023 Intervention Sector(s): Advocacy & Awareness, Shelter and Non-Food Items ABOUT NRC The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We deliver high-quality aid where needs are greatest. Today, we work in both new and protracted crises across 30 countries, where we provide camp management, food assistance, clean water, shelter, legal aid, and education. OVERVIEW NRC is planning an external evaluation for its project entitled “Enhance protection space for targeted population in Lebanon” and calling consultancy firms and/or team of consultants to apply to the evaluation tender. The main purpose of the evaluation is to primarily assess the efficiency and effectiveness of the different modalities utilized to deliver legal stay and civil documentation within NRC’s project activities, for programmatic direction and adaptation. The findings and recommendations from this evaluation are intended to be used for the following purposes: Inform the quality of technical implementation arrangements Understand the effectiveness of the different intervention modalities specific to people of different needs. Provide a list of recommendations relevant to NRC’s operation. In consultation with the Steering Committee, the consultant will draft a guideline on 3-4 agreed priorities. This includes: Highlight the most efficient ways of delivering legal services, and inform and guide relevant and effective programming; Suggest adjustment/prioritization of future projects implementation Enhance accountability to the work vis-à-vis the investment. The evaluation will cover support of Syrian refugees, stateless and other vulnerable groups in Lebanon, examining services provided from July 2022 to June 2023. The evaluation will cover areas in North, Bekaa, Beirut & Mount Lebanon (BML) and South Lebanon.
