The Consultant will play a vital role in enhancing Joint Procurement activities and capacity building among INGOs active in Lebanon, contributing to improved humanitarian and development outcomes. The contracted consultant will work closely with the hulo locally based Country Coordinator to ensure effective collaboration and knowledge exchange. Overall scope of work expected from the Consultant: The selected expert will be responsible for providing technical expertise and guidance to facilitate Joint Procurement activities and capacity building initiatives among INGOs operating in Lebanon. The specific tasks and responsibilities include, but are not limited to: 1. Developing Joint Procurement Strategies: • Assessing the existing Procurement procedures of INGOs interested in participating in JPIs. • Identifying areas of improvement and gaps in Joint Procurement practices. • Developing a comprehensive needs assessment report with actionable recommendations. • Collaborating with the hulo Country Coordinator to develop Joint Procurement strategies and frameworks. 2. Coordinating Procurement Activities & Capacity Building: • Assisting in the coordination and facilitation of local JPIs, including supplier selection, negotiation, and contract management. • Coaching, training, and overall capacity building of the participating INGOs’ field teams, tailored to their specific procurement needs. • Assisting hulo and the participating INGOs in further developing and enhancing their Procurement policies and procedures for Joint Procurement purposes..
