The Ministry of Agriculture - General Directorate of Agriculture shall conduct, in accordance with the provisions of the Public Procurement Law and through the sealed envelope method, a public tender for an obligation to provide liquid fuels, fuel for generators and fuel for heating, as required by the Ministry of Agriculture - General Directorate of Agriculture, in accordance with this book of conditions and its attachments, all of which are considered an integral part of it. In the event of a conflict between the provisions of this book of conditions and the provisions of the Public Procurement Law, the provisions of the Public Procurement Law shall apply. This obligation shall be called for through an announcement on the platform. The central electronic website of the Public Procurement Authority and on the website of the Ministry of Agriculture and in any means determined by the purchasing authority. Companies or institutions that import and distribute fuels in Lebanon have the right to participate in this public tender under prior authorization granted by the Minister of Energy and Water (formerly of Industry and Oil) (review of Article 36 of Decree No. 6821/73), and to have a network of stations spread across Lebanon in all districts and governorates in order to be able to cover all affiliated centers. To the General Directorate of Agriculture, which is spread over various Lebanese territories, and undertakes to provide the liquid fuels needed in the rest of the governorate centers at the price on which the procurement is based. The company must have a system for dealing with prepaid electronic cards. The procurement is carried out using the public tender method based on a percentage discount on the official price issued by the Ministry of Energy and Water as part of the decisions to determine the selling price of liquid fuels, fuel for generators and heating fuel. The procurement is temporarily assigned to the accepted bidder who offers a form of The administrative and technical aspect, which offered a higher percentage discount on the official price, for each group separately. The bidder has the right to participate in one group or more, and he has the right to participate in all groups. If the prices are equal between the bidders, the deal is repeated using a sealed envelope among the owners only in the same session. If they refuse to submit new price offers or if their prices remain equal, the temporary contractor is appointed by drawing lots among the holders of equal offers.
