The Telecommunications Regulatory Authority (TRA), based on a mandate from the Lebanese Council of Ministers, intends to prepare a book of conditions and a management and operating agreement for the two state-owned cellular companies to launch a competitive selection process to appoint an entity or entities from the private sector to manage and operate the two networks according to a modern management and operating agreement model. Under this model, the selected entity will assume full responsibility for operational (OPEX) and investment (CAPEX) expenditures, including network modernization and technological development, within a framework of regulatory oversight and specific performance obligations. This task will be implemented in accordance with the Lebanese legal and regulatory framework governing the cellular telecommunications sector and public procurement, in particular Telecommunications Law No. 431/2002, Public Procurement Law No. 244/2021 and its regulatory applications, in addition to Cabinet decisions, decisions and regulations issued About the Telecommunications Regulatory Authority regarding operation, licensing and regulatory oversight.
