Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in similar assignments, availability of appropriate skills and resources, biographies of key experts involved in implementation, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. The short-listing criteria are: • Registered as a development consultant firm in one of RMCs. • The firm has at least 5 years’ experience in providing consulting services to IFIs’, MDBs’, bilateral development agencies, and governments in relation to public service reforms, PFM-related services, institutional capacity development services, and any other public service development-related consulting services • Experience in working with developing countries is necessary, particularly in African context. Work experience in post-conflict circumstances is an asset. • Particular working experience in PFM training, TOT, and Institutional Capacity Development is a strong asset. • Working experience of donor funded projects is an asset. with tender notice no.
