This obligation results from transposition of the EU Energy Efficiency Directive 2012/27/EU, which in 2019 was included in the EU Clean Energy Package aimed at facilitating the clean energy transition, and the content of the obligation is defined in Annex VIII to that Directive. As of today, no such assessment has yet been provided in Moldova. The draft Renewable Energy Law - document in public consultations sets a requirement for assessment of the RES potential for heating purposes and measures to increase RES share in heating, including an assessment of required investments and implementation timelines, which should be part of the Action Plans of the existing district heating entities under obligation to become energy-efficient district heating systems by 31 December 2025. The Ministry of Energy sees the Heating Roadmap to be developed under current assignment as a national policy document dedicated to the heating sector and complementing the National Energy Strategy and National Energy and Climate Plan (NECP). The objective of the assignment is to (i) review the current status of heating demand, supply, technologies used, and create a Heating Map covering the entire national territory, (ii) forecast the trends in the demand for heating to maintain a perspective of the next 30 years and taking into account in particular projections for the next 10 years, (iii) analyze the economic potential for efficiency in heating, (iv) define potential new legislative and non-legislative policy measures to realize the identified economic potential for efficiency in heating, and (v) draw up the National Heating Roadmap. with tender notice no. 0002001612 published on 09 May 2023.
