The Cancelaria de Stat, State Chancellery in Moldova from Europe region has released this tender for Obiectul achiziției constă în prestarea serviciilor de analiză, proiectare, dezvoltare, testare, integrare, instruire și mentenanță inițială a Sistemului informațional al portalului guvernamental al funcțiilor publice pentru ocuparea cărora se organizează concurs (în continuare – Sistemul e-Cariere), care va sprijini procesul de recrutare în funcția publică de execuție din administrația publică centrală, în conformitate cu modelul aprobat prin Conceptul Cancelariei de Stat (Ordinul nr. 278 din 11.09.2025). Achiziția acoperă: ● rescrierea și publicarea portalului public pe domeniul cariere.gov.md (front-end, back-end, API), conform pct. 1 din Conceptul aprobat; ● dezvoltarea modulelor noi pentru testarea generală, certificate digitale cu cod QR, gestionarea concursului pe post și raportare; ● aplicarea integrală a Modelului Unitar de Design (MUD) pentru toate interfețele utilizator; integrarea cu MPass, MSign, MNotify, MCabinet, MConnect, MCloud, MPower, MLog, (dacă este cazul) și cu registrele de stat prin MConnect și date.gov.md; ● integrarea cu aplicația guvernamentală integrată EVO (livrarea certificatelor/atestatelor de promovare și a statusurilor acestora) și cu platforma de găzduire și partajare a documentelor (MDocs) pentru generarea formei documentare a certificatelor și atașarea documentelor prin referință; Sistemul e-Cariere livrează date și documente către EVO/MDocs; ● conformitatea integrală cu Stiva Tehnologică Guvernamentală v2.0 (Golden Path sau Alternative Acceptate); ● îndeplinirea tuturor criteriilor de acceptanță din Cadrul de acceptanță și guvernanță v3.1, conform Listei de verificare (Anexa B); ● executarea procedurilor de Exit Strategy (Deploy Independent, sanitizare date, predare credențiale); ● livrarea documentației complete, instruirea utilizatorilor și suportul în perioada de garanție., The subject of the procurement consists of the provision of services for the analysis, design, development, testing, integration, training, and initial maintenance of the information system for the government portal dedicated to civil service positions subject to competitive recruitment (hereinafter referred to as the "e-Cariere System"). This system will support the recruitment process for operational civil service roles within the central public administration, in accordance with the model approved via the State Chancellery’s Concept (Order No. 278 of September 11, 2025). The procurement covers: ● rewriting and publishing the public portal on the *cariere.gov.md* domain (front-end, back-end, API), in accordance with Point 1 of the approved Concept; ● developing new modules for general testing, QR-coded digital certificates, position-specific competition management, and reporting; ● fully implementing the Unified Design Model (MUD) across all user interfaces; integration with MPass, MSign, MNotify, MCabinet, MConnect, MCloud, MPower, MLog (where applicable) and with state registers via MConnect and data.gov.md; ● integration with the integrated government application EVO (delivery of certificates/qualification records and their statuses) and with the document hosting and sharing platform (MDocs) for generating the document format of certificates and attaching documents by reference; the e-Cariere system delivers data and documents to EVO/MDocs; ● full compliance with the Government Technology Stack v2.0 (Golden Path or Accepted Alternatives); ● fulfillment of all acceptance criteria from the Acceptance and Governance Framework v3.1, in accordance with the Checklist (Annex B); ● execution of Exit Strategy procedures (independent deployment, data sanitization, handover of credentials); ● delivery of complete documentation, user training, and support during the warranty period. with tender notice no. 608571-2026 published on 04 Sep 2026.
