Tetra Tech is the implementer of the Moldova Energy Security Activity (MESA) which is a 4-year project funded by the United States Agency for International Development. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies. Within this context, MESA is seeking a qualified subcontractor or consultant(s) (hereafter referred to as "Facilitator”) to support MESA in operationalizing the Moldova Private Sector Partnership (MPSP) association by developing detailed processes and activities to be carried by the MPSP based on the framework outline developed by MESA during FY 2022 (to be shared). The MPSP association is expected to bring all stakeholders from the energy sector under a common umbrella. The stakeholders will be divided into 3 core groups: a) donors which are local banks and IFI’s; b) developers – ESCO's, construction companies, entrepreneurs, equipment vendors and installers; c) clients – local public authorities as Municipalities / cities or communities, groups of Homeowner Associations, various industries associations etc. with tender notice no.
