The World Bank’s We-Fi Project aims at using e-commerce to alleviate some of the constraints that women entrepreneurs in MENA are facing. The Morocco component of the regional project is its largest component and has been selected to be rolled-out with a Randomized Control Trial (“RCT”) impact evaluation to evaluate the impact of the program on beneficiaries and study mechanisms through which they are achieved. Hence; the implementation of the Moroccan part of the project will have two interconnected components: the intervention and the research. The intervention will consist of delivering the program itself to beneficiaries in two phases. Phase 1 consists of a train-the-trainer approach to skill-up e-commerce advisors who are competitively selected and taught how to support women entrepreneurs to optimize e-commerce for their businesses. In Phase 2; these trained e-commerce advisors will coach women entrepreneurs; who will also receive access to in-kind services through vouchers. The main objective of this consultancy is to collect baseline data from the women entrepreneurs participating in the project. Enumerators will visit and interview the women entrepreneurs in person. The consultancy includes the identification; hiring; and management of enumerators who will collect the data; as well as the provision of all goods or services needed to plan and carry out the in-person interviews; store and manage the data; and clean the data.
