The first two phases of IHDH (2005-2010 and 2010-2018) resulted in considerable investments in basic infrastructure in rural areas, but only had modest impact on human capital outcomes. The third phase of the program (2019-2023) seeks to change this. Launched on September 19, 2018, by the King Mohammed VI, it differs markedly from earlier phases, and includes an unprecedented focus on early childhood development. It marks a fundamental shift towards “Investing Softly and Early”, recognizing the importance of investing in human capital and the unique window of opportunity that the early years constitute.I. Objective of the Consultancy: To provide technical assistance and recommendations from global experience towards (i) strengthening the design of the DSC program, (ii) the development and design of a concurrent monitoring and supervision strategy and mechanism for the DSC program to support evidence-based decision making and course correction; and (iii) building the capacity of the INDH staff in target areas for effective management of the DSC program being implemented by INDH. II. Scope of Work: The provision of TA by the consultant firm will entail the following scope of work: 1. Ongoing technical inputs and recommendations to the INDH team to support program strengthening: This will include a dedicated technical team based in Rabat to provide regular feedback and technical recommendations to INDH, to identify gaps and provide solutions to improve design, program management and monitoring of the DSC program. In addition, the team will be expected to carry out regular independent assessments of CHWs performance and non-state actors/NGOs engaged in delivering the DSC program to ensure their inputs are based on an assessment of field realities and develop and implement capacity building programs for them as needed. The provision of the TA will follow a workplan agreed with the consultant, updated on a six-month basis. 2. Technical inputs and recommendations to update existing guidelines and terms of reference for the DSC program based on global experience. This will include a review of the existing CHW pilot and existing guidelines, job aids, performance management and monitoring systems to be completed within the first month of contract signing. Based on this review, areas for improvement will be identified and recommendations provided to INDH for improvement drawing on global experience. This could include, for example, recommendations on improving guidelines for the qualifications and recruitment of the CHWs and program supervisors, their scope of work, their training needs, their job aids, competency assessment, considering monetary or non-monetary incentives and other elements for strengthening their performance management and monitoring. 3. Recommendations for the development of a concurrent supervision and results monitoring and evaluation strategy: This will involve (a) providing technical support for the development of a results framework/causal chain for the DSC program , including outlining specific intermediate indicators to be monitored monthly under the program to assess performance of the CHWs, DAO and health centers; and outcome indicators that will be measured less frequently (either bi-annually or annually) to assess impact; (b) strengthening existing CHW reporting formats by developing best practice examples for INDH to adapt and build on; (c) providing recommendations on possible performance based incentives (monetary or non-monetary) for both CHWs and/or beneficiaries (d) providing recommendations for strengthening and developing relevant supervision and monitoring guidelines, tools (for example, supervision checklists) for effective concurrent monitoring and supervision; and (e) providing recommendations for the design of a concurrent monitoring system to facilitate systematization of supportive supervision and performance assessment by supervisors. 4. Recommendations for the design of a mHealth job aid for CHWs: This will include providing recommendations and options towards the design of a mobile based application or the adjustment/customization in the design of an existing mobile based application and providing inputs to facilitate its pilot testing by INDH prior to its roll out. The design will be expected to include best practice innovations and learnings that facilitate not just beneficiary monitoring and tracking, but primarily serve as a job-aid and communication tool for the CHWs (reminders for timely home visits and follow up, and checklists and videos with relevant information to share with beneficiaries), including incorporating an outreach function where auto-reminders for critical milestones are sent to beneficiaries.
