The Consulting Services (“the Services”) include support the GoM in developing a Local Content Policy for the Extractive Industry and energy Sector and its alignment with Government development objectives. The Consultant shall: Prepare an inception report with detailed information on methodologies, databases, timelines, milestones, and tools to be used for conducting the assignment. Undertake a desktop review of existing local content practices in Mozambique and benchmark them against international best practices, with detailed references, including the reference to GoM development objectives. Prepare tools to support stakeholder consultation, such as presentation materials, training materials, survey instruments (including SMEs, tertiary institutions, business associations, professional bodies, civil society, etc.) Conduct extensive consultations with large private sector stakeholders (particularly extractives firms), civil society, local communities, government entities, think tanks, education and training institutions, and other relevant groups to clarify stakeholders’ challenges and opportunities, as well as needs and priorities; Present findings from this extensive consultation phase as Interim Report. This means that the content should integrate the following main topics, but not limited to: (1) General description of the context including the legal context; (2) Principal findings from the stakeholder’s consultations; (3) Approach to the impacts of the legal context; (4) The main problems or situations to be addressed by the Local Content Policy. Prepare a Draft of Local Content Policy for further public consultation and finalization. This should be focused in addressing the mains troubles that hinder the foster of local SMEs through the investment in extractives sector, taking into account the new investment law, the need for economic competitively, the linkage with the “Industrialization strategy _PRONAI”, and the investors interests, in a win-win approach. Prepare an Implementation Strategy and Plan for the draft Policy, in which are clearly identified the activities, what are the relations, and the role of all stakeholders identified above. The detailed Terms of Reference (TOR) for the assignment can be provided on request to the following e-mail: procurement.pled@gmail.com. 3. The Ministry of Economy and Finance (MEF) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, etc.). The firm or Consortium selected must be legally registered institutions with the qualifications and experience below. The shortlisting criteria are: At least 10 years’ experience dealing with mining or Oil&Gas businesses; At least 10 years’ experience drawing policies, corporate strategy, or advising greats companies acting in the extractives sector; At least 5 years’ experience advising governments on planning or defining approach strategies to the extractives; Experience in local content drafting policies and/or strategies.
