Project Title: Investing in Inclusive Human Capital Development in Northern Mozambique Project The Government of Mozambique has received financing in the amount of US$ 100 Million equivalent from the World Bank through the Investing in Inclusive Human Capital Development in Northern Mozambique Project, and it intends to apply part of the proceeds to payments to improve inclusive access to effective basic social services in vulnerable and at-risk of conflict districts in Northern Mozambique. This will include payment for goods, works, non-consulting services and consulting services to be procured under this project. Components The Project comprises the following components: Strengthening decentralized human capital institutions and community-based structures: This component will support a multisectoral collaboration between health, education, and social protection sectors to maximize human development results and a community driven approach to address human capital needs of the families. Enhancing system capacity for equitable availability and access to basic social services. This component encompasses a set of key early interventions to serve IDPs and host communities that will have a sustained impact throughout the most critical phases of their lifecycle. Supporting the post-conflict restoration of health and education services. This component will support the restoration of health and education services with assisted by Third Party Providers both for the design of this transition and for the delivery of services. Project implementation, monitoring and evaluation. This component will invest in building the capacity of national and provincial governments to evaluate the impact and contribution of the proposed Project activities to Human Capital building of the proposed activities. Contingent Emergency Response. This component will facilitate access to rapid financing through the reallocation of uncommitted Project funds in the event of an event of a natural or man-made disaster or crisis that has caused, or is likely to cause, an imminent major adverse economic and/or social impact.
