The UN Secretariat in Mozambique from African region had released this tender for The United Nations Office at Nairobi (hereinafter referred to as UNON), on behalf of The United Nations Human Settlements Programme (UN-Habitat), Nairobi, is issuing this Request for Expression of Interest (herein referred to as REOI) to seek interest from qualified companies with required expertise and experience, from all countries who will be invited to participate in a tender for the Rehabilitation of Public Infrastructures – Dondo, Nhamatanda and Buzi District, Sofala Province - Mozambique (Eastern Africa). (1) Background and Project Objective: Through the project of “USAID: Building Back Better and Resilience Building: An Integrated Territorial Approach in Sofala Province, Mozambique”, UN joint program implemented with UNHABITAT and FAO. UN-Habitat using USAID funds aims to build 120 (one hundred and twenty) new resilient conventional housing units. According to the Global Climate Risk Index (CRI 2021) in 2019 Mozambique ranked 1st as the most affected country hit by extreme weather events, which are becoming more and more frequent and intense due to climate change effects. In 2019, for the first time, the country was impacted by two tropical cyclones (Category 4) in the same year (Idai in March and Kenneth in April) that devastated the central and northern regions. At the same time, between December 2020 and February 2021, the Tropical Cyclones Eloise and Guambe and the severe tropical storm Chalane hit again the central region of the country. Despite the Government of Mozambique having developed capacities to prepare for, cope with and respond to disasters, the scale of the destruction of last Idai and Kenneth cyclones was unprecedented. The estimated total loss and damages amounted to 3.2 billion USD, of which 687 million USD for recovery of the Housing and Settlements sector (the most affected and economically the most relevant sector, with between 250,000 to 300,000 houses either destroyed or damaged). The main objective is the rehabilitation of public infrastructures in Buzi, Dondo and Nhamatanda, according to the resilient technical project provided by UNHABITAT, following the paradigm of resilient assisted, and implemented through the operational procedures indicated in the PALPOC and the UN-Habitat standards for Build Back Better (BBB) already successfully developed by the Agency in Mozambique. (2) Main activities and expected outputs: The rehabilitation works will be distributed into six lots following the locations and target figures as bellow: - LOT 01 - Guara Guara Health Center in Buzi District; - LOT 02 - Health Center Metuchira – Nhamatanda District; - LOT 03 - Health Center Mapalanhanga – Nhamatanda District; - LOT 04 - Schools rehabilitation – EPC Josina Machel in Dondo District (school block); - LOT 05 - School rehabilitation – EPC 25 de Setembro in Dondo District (01x Classroom and staff residence); - LOT - 06 School rehabilitation – EPC Metuchira Empresa in Nhamtanda District (03x classrooms). The contractor will undertake activities described in the following scope of work in close supervision of the UN Habitat, Human Settlements Programs Nairobi. (3) Scope of Work a) All the construction work of the each must be executed in parallel and must be substantially completed within 5 months, to start from the signature of the construction contract. The technical assistance from UN-HABITAT (Supervision team) will be to support the supervision of the construction works until the substantial completion date. The Supervision team will visit the work site weekly to identify any possible defects linked to the quality of the construction. All defects will be corrected prior to the signing of the certificate of final completion. b) Selected contractor will be responsible of supporting the Supervision Management Team in: • Consignment certificate: at the beginning of the construction works. These construction works must start within a maximum of 15 days after the signature of the construction consignment and it will be considered as day 0. • Minutes of Meetings: weekly • Progress Payment Reports: monthly • Completion of works certificate: at the end of construction works. (4) Expected Outputs The intenvetion of worsk vary depending of each lot. Here is the list of activities to be carried out in each lot but not exhaustive: - New roof following resilience standards, - New internal flooring, - Interior and exterior painting, - Frames (doors and windows), - Erosion protection around the entire building, - Provision of ramps and universal access, - Rainwater collection tank, - Electrical network, - Construction of Hospital Waste Treatment Unit, - Construction of a fence around the perimeter of the health Center - Rehabilitation of the water system - School lessons board repair NOTES: This REOI does not constitute a solicitation.
