The THE WORLD BANK GROUP in Nepal from Asian region had released this tender for Tenders are invited for Nepal Cyber Security Advisory Support The World Bank has been working with the Government of Nepal to improve the country’s digital environment. The key focus area for the assignment is enhancing the resilience of the country’s information technology infrastructure by strengthening its ability to address cybersecurity challenges. The World Bank seeks to hire a consulting firm to support advisory work on the (i) methodology and content of a new cyber security strategy and its associated action plan for implementation, (ii) review and propose improvements to the existing cybersecurity policy framework, and (iii) assess and propose improvements to the existing capacity and capabilities of the national CERT, known as the National Information Technology Emergency Response Team (NITERT).For the cybersecurity strategy, the consultancy will, through stakeholder consultations, establish the overall scope, mission and goals of the strategy as well as the maturity of specific priority areas, including overall status of critical national information infrastructure of 3 to 4 selected sectors, the legislative environment to identify gaps in the mandates of the main cybersecurity actors and the capabilities of the national cybersecurity emergency response facility.The consultants will further identify the status of key standard policy documents (such as acceptable use, encryption, data backup and retention, remote access, risk management, vulnerability disclosure, etc.) and propose options for either amending or creating new policies for government cybersecurity operations.The firm is expected to deliver a final workshop to present the outcomes of the support in the three areas; NCS, policies and technical support, and present recommendations for the Government’s consideration.
