Finally, the visible wearing of an award has traditionally had a stimulating effect within military society. It is a good military tradition to also demonstrate that one has served Sovereign and Fatherland in an honorable manner (in the past) or, on behalf of the Dutch government, for the restoration or promotion of the international rule of law (today). One sets, as it were, a good example that deserves emulation. Most decorations, such as badges, medals, ribbons, bows, miniatures, and other award decorations, are made of worked metal with or without a colored ribbon. A decoration can be permanently attached to the garment or be detachable, for example by means of a pin closure, screw pin, or snap closure. The medals and decorations listed below, along with their corresponding buckles and ribbon bars, fall within the scope of the tender (see Appendix 3 for the sub-PVEs). Therefore, the price list includes only those medals and decorations that, based on current knowledge, are expected to be purchased. Should this situation arise, the Supplier will be requested to submit a quotation for the medal or decoration for which no price has been set, in accordance with the tender documents; see also the framework conditions, Article 3.4. Addition of new medals or decorations other than those included in the PVE (Appendix 3). The following applies to these new medals and decorations: They must be commissioned/ordered by or on behalf of the decorations department of DOSCO; They must be purchased and paid for by the Ministry of Defence; They must be used for a similar purpose to the medals and decorations currently in use (paragraph 1.1.2); They must be made of a comparable material and by means of a comparable production process to the medals and decorations currently used (see PVE, Appendix 3); The maximum total value of the Framework Agreement (see Draft Framework Agreement, Article 1.3) may not be exceeded by the addition of the new medals and decorations. If it is expected that the maximum total value of the Framework Agreement will be exceeded by the addition of the new medals and decorations, the Buyer has the right to place these new medals and decorations outside the Framework Agreement and to initiate a new separate procurement process for them. The maximum value of the order is 100% above the carefully estimated value and amounts to 3,305,786 euros excluding VAT (excluding any contractual indexations).
