Brief description of the procurement order The Contracting Authority, pursuant to the Civil Code, has a task to provide shelter for (domestic) stray animals found. Article 5, paragraph 3 of Book 5 of the Civil Code stipulates that an unattended matter may be entrusted to a municipality for storage. Article 8, paragraph 3 of Book 5 of the Civil Code also covers found animals. Therefore, the municipality is responsible for the shelter, care, and transportation of animals. Additionally, Article 8, paragraph 3 of Book 5 of the Civil Code stipulates that after a period of 14 days, the mayor may transfer the animal to another party. To fulfill this legal obligation, the municipality uses the services of a shelter center. In addition to the above legal obligations, the Contracting Authority also wishes to carry out the following tasks: (a) Transportation of domestic animals found in Breda to animal shelters; (b) A registration office function for residents of the Municipality of Breda for the collection and transportation of found (domestic) animals; (c) Emergency shelter for domestic animals: this refers to a situation where an animal must be taken in because the owner (a resident of the Municipality of Breda) is no longer able to care for the animal due to measures taken by the Municipality of Breda, the Public Health Service (GGD), the police (e.g., detention of the animal owner), and mental health institutions (e.g., psychiatric admission of the animal owner) for an indefinite period. This is in addition to the legal obligation of shelter under compulsory measures. The Contracting Authority wishes to enter into an agreement for a period of four (4) initial contract years with the possibility of three (3) extensions of two (2) years each. with tender notice no. 698153-2026 published on 09 Oct 2026.
