No reasonable alternative or substitute The market research carried out by Alliander has shown that several market parties are interested in relining work. At the same time, it has been established that only one party currently has the demonstrable combination of required experience, available capacity, operational structure and qualifications. This party also has the immediate availability to carry out the entire work package within the set conditions. On this basis, Alliander concludes that there is currently no reasonable alternative or substitute available that can meet the technical and operational requirements of the work package in a timely manner.
