In this capacity, he is responsible for the overall coordination of the project in close collaboration with the Ministry of Planning, in order to reflect the multisectoral and multi-stakeholder characteristics of the project. The Prime Minister's Office has set up a Project Management Unit (PMU) reporting directly to the Chief of Staff. PIDUREM is in line with the government's priorities in terms of strengthening decentralization and strengthening resilience. The development objective of the project is "to increase resilience to flooding and improve urban management and access to basic services in selected municipalities in Niger". The project is organized around four components: Component 1: Increasing flood resilience and improving access to basic services Component 2: Improving urban management Component 3: Emergency Response Component 4: Support for project management and monitoring. The PMU is located within the Prime Minister's Office and will implement all aspects of PIDUREM, including management, coordination, planning, supervision, review, quality control, evaluation and dissemination functions. 4. MANDATE OF THE CONSULTANT The purpose of the consultation is: the recruitment of a consulting firm or group (the service provider) for the development of studies at the APS stage, APD-DCE of a CET, a sorting-transfer center and a composting unit for the city of Niamey, including operational sizing. This study should provide financial elements such as CAPEX and OPEX global and detailed for each of the activities. The studies should lead to a future consultation such as BOT (Build Operate Transfer) or DBO (Design Built Operate). The funding will cover the initial work phases, equipment and fittings necessary for the CET (e.g. new cell) always in the spirit of reducing the operator's CAPEX. Arbitrations will be made with the beneficiary (the city of Niamey), at the end of the APS according to the simulations produced. A transition period will therefore be necessary between the APS and ODA phases in order to validate the financing and operational orientations selected: management, partial or total delegation, to the private sector under DBO (Design Build Operate) or BOT (Build Operate Transfer) type contracts. A service order will launch the APD-WFD Phase. A business prequalification file (AMI) will be produced after validation of the APD-DCE. 5. TEC Design The service provider will suggest the needs for the reception of waste inspired by the initial project by removing the sorting activities initially located on Boubon: Gates and PL parking area; VL input; Weighbridges (two a priori) and radioactivity control gantries; Offices, analysis laboratory and entry/exit control department; Social premises; VL parking of staff and visitors; Workshop, various equipment storage rooms; Leachate and biogas treatment process; Generator(s) Local TGBT, Water tank, lighting; Asphalted roads to various structures (lockers, process, workshop,); Stormwater drainage works and basins; All equipment and ancillary works necessary for the operation of the CET Various facilities (signage, landscape integration, fences, ...); VRD necessary for circulation on the CET (permanent and provisional works). 6- CONSULTANT PROFILE For the realization of this mission, the Office/Cabinet must be a legally constituted Consultant (administrative authorization, commercial register, patent of the current year, tax identification certificate, certificate of non-bankruptcy and non-judicial liquidation, ) and prove a general experience of ten (10) years as an Office / Research Firm in the field of engineering studies and the conduct of similar missions (attach at least two (2) contracts and their certificates of proper performance or satisfaction of contracts). Interested consultants should provide information justifying that they are qualified and experienced to perform the services (a description showing the list of similar references made in the last 10 years, experience in similar conditions, availability of necessary knowledge among staff, etc.). Candidates can team up to strengthen their respective skills. Design offices or groups of design offices are reminded to provide: 1. Information showing that they are qualified in the field of the mission (general and specific experiences), 2. Information on the technical and managerial capacities of the firm, 3. Information on permanent staff. The similarity of the experiments will be analysed according to: • The size of the contracts (contract amount), • The consistency of investments • the nature of the service: Technical studies in the field • The technical field (construction of a TEC), NB: Candidates may submit references that have been executed at least 80% of the total contract value; The applicant must be able to provide documentary evidence of satisfactory achievement and the corresponding amount. Each similar reference must be accompanied by a service certificate made, issued and signed by the contracting authority concerned. Otherwise, this reference will not be taken into account in the evaluation of tenders. If the reference was made within the framework of a consortium, for the reference to be accepted, the applicant must justify that he has checked at least 50% of the contract amount himself. These relatively complex studies require the service provider to be a design office capable of mobilizing as many skills. The service provider will put in place, within the planned deadlines, according to the required quality standards, the specialists, the support structures, the organization and the logistics essential to the proper execution of its mission. It will schedule and specify the tasks to be performed. The human resources to be mobilised by the tenderer should be clearly stipulated in its technical proposal, including CVs giving the qualifications of the nominated experts. These human resources should be selected in such a way as to achieve the expected results of the studies. The consultant is free to propose the additional experts he deems necessary to carry out the study. In this case, the design office must provide at least the experts with the following qualifications: Key Expertise Expert N°1 – International rank -Head of mission, expert in waste management The Head of Mission is responsible for coordinating the mission and is responsible for: analysis and validation of the data collected. Proposal of an action plan; Coordination of the APS of the works and guarantor of the good overall coherence of the activities. Analysis and strategic recommendations of the service and development of OPEX and CAPEX budgets; Drafting of the MAI sketch; Responsible for deliverables, executive summaries and workshop presentations. Training and qualification: The Head of Mission must have a higher level of training attested by a diploma of at least BAC + 5 level in environmental and/or waste management, ecology or industrial engineering, or civil engineering with a very strong expertise in understanding the operational and financial issues of the SCM service. Experiment: a minimum of fifteen (15) years of general experience; at least ten (10) years of experience in solid waste management, transfer center design, TEC, composting and sector organization; at least three (3) experiences as Head of Mission on study or Control / Supervision contracts of solid sanitation structures: at least 5 years of professional experience in Africa, in the field of SCM; at least two proven experience of preparation, drafting of AMI-type tender documents; excellent writing and interpersonal skills; Fluency in written and spoken French is mandatory. Expert N°2 – International rank – GC expert in CET design This expert will be responsible for producing all the specifications for the design of the CET and the access road. He will work closely with the other experts but mainly with the geotechnician. Its main mission will be: Coordination with geotechnical studies; The framing of the project in these broad lines; The design of the CET integrating the successive phases of operation; The design of the access road by integrating easements; Recommendations for treatment machines and processes; Suggestions for the organisation of the operation of the TEC. Training and qualification: The CET expert must have a higher level of training attested by a diploma of at least BAC + 5 level in waste management, or civil engineering with a very strong expertise on understanding the operational issues of a CET. Experiment: a minimum of fifteen (10) years of general experience; at least ten (8) years of experience in the design and dimensioning of a TEC, on all its components; at least three (3) experiences as a CET expert on study contracts; at least 5 years of professional experience in Africa; excellent writing and interpersonal skills; Fluency in written and spoken French is mandatory. Expert N°3 – International Rank – GC Expert in Sorting and Transfer Center Design This expert will have the mission to produce all the specifications for the design of the sorting center as well as the competence in composting. He will work closely with the other experts but mainly with the Head of Mission.
