The improvement and restructuring of some elements of PHWC management and organization structure for optimal efficiency in delivering the services under PPP to all existing and potential consumers in the most cost- effective manner Specifically, the Consultant will perform the following tasks: Review the legal framework, Policy and Institutional arrangements in order to propose changes and provide technical support for improved Service delivery taking into cognisance the Urban poor to achieve autonomy for PHWC. a. Institutionalize a commercial attitude in the PHWC and focus on providing the improved service delivery to its customers at installation of 71,000 new metered connections affordable cost by: • Supporting installation of 71,000 new metered connections (of which 21,300 will be to low-income households) • Achieving at least 20 hours of service per day • 85% recovery of operation and maintenance costs from tariff b. Improve the operational and financial performance of the PHWC and expand the revenue base by: • Upgrading the technical, billing, accounting and revenue collection systems. • improving collection efficiency • Improving operating cost recovery c. Secure staff commitment and motivation and hence increased staff productivity through Performance Based Contracts. d. Carry out a comprehensive PPP option studies and propose of the best and most acceptable viable model in comparism to condition and circumstances that fits PHWC to achieve sustainability in service delivery. Support the improvement and restructuring of some elements of PHWC management and organization structure for optimal efficiency in delivering the services under PPP to all existing and potential consumers in the most cost-effective manner. e. Review the current policy on billing and collection system, procedures for defaulting consumers including disconnection and reconnection and recommend most viable system for implementation while establishing a system for controlling, accounting and reporting for revenue collection from water and sanitation service customers. f. Provide transferable skills related to water utility management especially in financial and commercial management and tariff setting. g. Review the National (Federal) Low Income Households Strategy Development and Implementation (LIHSS) and National gender policy for adoption by the Taraba State Government. h.
