The PORT HARCOURT WATER SUPPLY CORPORATION (PHWC) in Nigeria from African region had released this tender for Expression of Interest are invited for Consultancy Services for the Supervision of Ongoing Water Supply Works Contracts and Design and Supervision of Public Sanitation Facilities in Port Harcourt City The objectives of the assignment are as follows; 1. The consultant shall act on behalf of PHWC to undertake deign, execution, supervision and administering the completion of the on-going water supply works and public sanitation facilities activities by applying International Contract Conditions for Consulting Engineers with high quality and cost control of all works to be executed. 2. To ensure that works are executed in full compliance with engineering design, technical specifications, terms and conditions of the contract, standard engineering practice, and the AfDB safeguards policy. 3. To provide general guidance and issue instructions to contractor(s) and making engineering decisions in consultation with the client. 4. To ensure compliance by works contractor(s) of all social and environmental safeguards provisions for identified aspects of the works. 5. To advise the Client on work progress and implementation issues. 6. To carry out post-construction services which will consist of activities in the Defects Liability Period. The services included under this project are to, among other duties 1. Review of works programme and schedule of plant and equipment submitted by the Contractor together with payments projection and related cash flow requirements. 2. Setting out of works and its coherence with construction drawings. 3. Preparation and issuance to the Contractor(s) of instructions and additional or modified drawings which may be necessary for the execution of the Works and the remedying of any defects. 4. Ensure Quality of materials and works at all phases of construction. 5. Verification of measurements/milestones and issuance of interim payment certificates. 6. Ensure compliance by the works contractors of all health and safety precautions and actions during construction in line with all the environmental requirements. 7. Ensure compliance by the works contractor of all social and environmental safeguards. 8. Ensure compliance by contractor to all laws regulations concerning labour legislation. 9. Preparation of the regular progress reports 10. Prepare the Interim Payments Certificates and Final payment Certificate in certification of the contractor(s) statement of completion of the works. 11. Prepare taking-over certificate and penultimate payment certificate in certification of the contractor’s statement at completion. 12. Liaise with the other supervising consultant on the AfDB funded works components to ensure project interface/interconnections. with tender notice no. PHWSSP/AFDB/C/QCBS/002 published on 20 Mar 2023.
