The scope includes:
i. Conduct a business analysis of existing IT industry and advise on best global practices for IT systems
ii. Evaluate the existing IT infrastructure based on LAMATA’S diagnosis and on-site inspections;
iii. Supply and install IT infrastructure including hardware, software, windows update, data recovery/appliances, voice network and creation of recovery site;
iv. Provide at least a 12-month warranty for IT infrastructure;
v. Ensure proper maintenance of IT infrastructure including hardware and software through a 2-year maintenance contract;
vi. Ensure data migration and data recovery;
vii. Improve the platform for online meetings, internal communication, messaging and project collaboration platform;
viii. Ensure high recoverability in the event of any form of disaster through the procurement of suitable hardware server, switches, routers and firewall devices that will facilitate the seamless deployment of the upgrade.
ix. Conduct capacity building for hardware maintenance and develop ownership and use of software provided.
The Lagos Metropolitan Area Transport Authority (LAMATA) hereby invites eligible firms to show their interest in delivering the Services described above. This Request for Expressions of Interest is open to: Consulting firms.
The service shall be procured through International Procurement Competition. The service will include 6 months for the upgrade, 12 months for warranty and 2 years for maintenance.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries” available online on AFD’s website: http://www.afd.fr.
Interested consultants must provide information evidencing that they are qualified and experienced to perform this Service. For that purpose documented evidence of recent and similar services shall be submitted.
1. Experience: general presentation of the consultant (all members in case of JV), and documented evidence of similar services completed in the last 10 years shall be submitted. Determination of the similarity of the experiences will be based on:
• The contracts size;
• The nature of the Services: Information Technology (Hardware and Software upgrade);
• The technical area and expertise: IT system assessment, IT supply, installation and maintenance;
• The location: evidence of experience in areas with similar characteristics than Lagos.
2. Expertise: present the availability of technically skilled and sufficient personnel to effectively execute the assignment, through providing a list of CVs in the necessary fields.
3. Tools: present the availability and experience in the deployment/update of windows enterprise, network and firewall/cyber security, data/voice network, video and audio conferencing, data backup and disaster recovery.
If the consultant is a Joint Venture (JV), the Expression of Interest shall include:
• A copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement, indicating the leader and areas of expertise in the project.
• Justification of consortium or JV: complementary capacities and key technical fields of the consortium:
• For a JV, all the members of the consortium shall be jointly and severally liable; jointly and independently capable of executing the service. Among the submitted applications, LAMATA will shortlist a maximum of six (6) applicants, to whom the Request for Proposals to carry out the Services shall be sent.
