Unforeseen circumstances and vigilant contracting authorities: The need for the change is due to ground conditions that the careful contracting authority cannot foresee when the contract is signed. Thorough ground surveys were carried out in different formats, both before the start-up and during the project. The extent of the unforeseen, inhomogenous landslides and blockstones in the ground, however, it was not possible to uncover until the work started. The procurement ́s overall character does not change: The amendment only applies to the technical execution method for a part of the No-dig route. The main service, the purpose of the contract, the distribution of responsibility and risk remain unchanged. The terms in the utilities regulations § 24-1 first section letter d are fulfilled. The amendment will be announced in accordance with the Utilities Regulations § 24-1 third section, cf. § 17.1. with tender notice no. 692678-2026 published on 07 Oct 2026.
