Evaluation of five trials with exceptions from provisions in the Local Government Act, the Property Tax Act and GP regulations, etc.

The Kommunal- og distriktsdepartementet in Norway from Europe region has released this tender for In 2023, the government invited municipalities and county authorities to apply to join the government's pilot scheme for municipalities and county authorities. This means that the municipalities will have the opportunity to test out new ways of solving tasks through exemptions from regulations. The starting point for these trials is the Act on Trials in Public Administration of 26.06.1992, hereinafter the Trials Act. This assignment involves evaluating five trials: - trials of running a joint medical service in a municipal task group in four municipalities in Indre Namdal, Trøndelag (Grong, Lierne, Namsskogan, Røyrvik) - trials in Nordre Follo municipality on better dialogue between administration and elected officials - dialogue phase. - trial in Nordre Follo municipality on improved dialogue between elected officials, administration and residents - task forum - trial in Vestland County Municipality and 18 municipalities in the county on host municipality cooperation across municipal levels in the field of older and closed archives - trial in Oslo Municipality with delegation of decision-making authority in cases of remission/reduction of property tax Duration and cost framework The trials will initially last for up to four years from start, and the evaluation assignment will last for the entire trial period, and follow-up work will be carried out in connection with the final report. The final report must be submitted by 1 November 2030. It may be relevant for the tenderer to participate in meetings and/or gatherings with the municipalities in the trial scheme under the auspices of KS and/or the Ministry. The upper cost framework for the procurement is up to NOK 8,000,000, excluding VAT. The amount includes all expenses associated with the assignment. Payments are made upon delivery, cf. Appendix 5 to the agreement. Reservations are made regarding the Storting's consideration of the budget proposal.
