Based on the market survey and the technical and economic consequences of establishing an alternative system, Tromsø municipality considers that there is not a reasonable alternative that can cover the municipality ́s total need. The municipality therefore intends to enter into a contract directly with Documaster AS pursuant to the procurement regulations § 13-4 letter b no. 2. with tender notice no. 626990-2026 published on 11 Sep 2026.
