These goods are usually collected from the Ministry of Foreign Affairs, but in exceptional cases the supplier will have to collect the order from the relevant equipment supplier. The supplier shall carry out the necessary customs declaration (import and export declarations) with associated document handling, advance notification to the authorities of the importing country and advance payment of customs duties and taxes where applicable. The shipments are sent as Diplomatic Pouch (diplomatic shipment), so that customs fees and VAT will only be incurred in exceptional cases. The supplier must therefore be able to carry out simplified customs declaration procedures for diplomatic mail and goods, including exemptions from payment of customs duties and taxes, where this has been introduced. The framework agreement does not cover third-country shipments, i.e. shipments between two foreign missions. The framework agreement will have a duration of 2 years with an option for extension of 1 + 1 year. It is assumed that the annual total value for the requested service areas is NOK 5 million.
