The Samferdselsdepartementet in Norway from Europe region has released this tender for The Ministry of Transport and Communications wishes to conduct an evaluation of the real estate activities of the BN Group. The purpose is to strengthen the Ministry's basis for corporate governance of the area, and to provide a summarized knowledge base on current activities. The evaluation shall: - Assess how the property portfolio has developed from 2017 to the present, including the composition of commercial and non-commercial property activities, and to what extent the development supports the state's goals as owner and the transport policy goals - Describe and assess the organization and management in the group, including the division of roles and responsibilities between Bane NOR SF and Bane NOR Eiendom AS, how critical railway properties are organized and managed, and the risk exposure this entails for the state - Assess Bane NOR's principles for value realization and yield from commercial property against the state's goals as owner, and whether the ministry's current dividend policy is appropriately designed - Conduct a benchmarking exercise where total return, capital structure and organization are compared with relevant property companies - Assess to what extent Bane NOR's property activities contribute to the sector policy goals and how the company balances commercial goals and sector policy considerations, including through case studies of Oslo S, Stavanger S, Trondheim S and Skien S - Assess how Bane NOR SF and Bane NOR Eiendom AS are collaborating with the Norwegian Railways Directorate, county authorities and municipalities in the development of hubs, based on the case studies. The Storting's consideration of the Office of the Auditor General's investigation will probably take place in the autumn/winter of 2026. The client reserves the right to possibly add further issues in line with the overall nature of the contract in light of the Storting's consideration, in consultation with the supplier. The first draft of the report must be delivered by 9 March 2027. The final delivery deadline for the agreement is 22 April 2027.
