IFC is investigating the enabling environment for the development of digital crop receipts (CR) for pre-harvest financing and digital warehouse receipts (WHR) for post-harvest financing in Peru. This study will quantify the demand for use of CR and WHR in Peru through first-hand interviews with producers and develop a methodology and estimation of new investment potential following the development of these instruments. This information will inform the potential design of an in-depth technical assistance program to facilitate the enabling environment for the use of digital CRs and WHRs in Peru to improve access to finance to agricultural producers; including small producers.The objective of the consultancy is to:1.Quantify the demand for financing using Digital Crop Receipts (CR) and Digital Warehouse Receipts (WHR) in sub-sectors identified as most suitable for these instruments;2.Develop a methodology and estimation of new investment potential using these instruments and the Financial Institutions (FIs) and Non-Banking Financial Institutions (NBFIs) in the market best-positioned to respond to this demand; and3.Gather and analyze industry-specific inputs through interviews to assess the private sector demand for CRs and WHRs as solutions for financial institutions and NBFIs to increase financing to agricultural producers; organizations and traders.
