Gange, National High School). Bids received in excess of the ABC shall be automatically rejected at bid opening. The Municipality of Sibunag now invites bids for the above Procurement Project. The Bidders should have completed a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as stated in Rule IX, Section 59.1 Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the New Government Procurement Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and when the foreign supplier is a citizen, corporation or association of a country, the laws or regulations of which grant reciprocal rights or privileges to citizens, corporations, or associations of the Philippines, pursuant to Section 52.4.1.1 of RA 12009.
