Expression of Interest are invited for Pantawid Pamilyang Pilipino Program - Household Welfare Monitoring Survey. · Issue Date and Time: Jul 03,2023 05:37 · Closing Date and Time: Jul 10,2023 23:59 The Pantawid Pamilyang Pilipino Program or 4ps is the Country’s Flagship Conditional Cash Transfer (CCT) and Poverty Reduction Program Launched by the Department of Social Welfare and Development (Dswd) in 2008. The Program Currently Supports around 4.3 Million Households Nationwide and Aims to Break the Intergenerational Transfer of Poverty by Investing in the Health; Nutrition; And Education of Children from Poor Households. The Program Provides Cash Grants to Beneficiaries Who Comply with Three Sets of Conditions: A) Time-Specific Take up of Basic Maternal and Child Health Services; B) Enrollment and Regular Attendance in School; And C) Regular Attendance to Family Development Sessions. After More than a Decade of Implementation; Republic Act 11310 or the 4ps Act in April 2019 Institutionalized the Program as the Government’S National Poverty Reduction Strategy and Human Capital Investment Program. To Date; About 1.1 Million Households have Exited the Program; 59 Percent of Which did Due to Natural Attrition (i.e.; Children have Finished Secondary School). About 3.8 Million out of 4.3 Million; Or Nearly 90 Percent of the Current 4ps Beneficiaries; Entered the Program before 2015 and have Benefited from 4ps for More than the Maximum 7-Year Program period.the Set of 4ps Beneficiaries is Updated through the Listahanan Survey; A Targeting System Adopted by the Dswd. The Latest Survey (Listahanan 3 or l3); Done between 2019 and 2021; Includes about 15 Million Households around 6 Million Households in l3 were Classified as Poor and 9 Million Classified as Non-Poor Based on a Proxy Means Test (Pmt) Method. The Enrollment of New Beneficiaries and Retention of Current Beneficiaries are Based on the Set of Poor Households Identified in l3 with Eligible Household Members; While the Exit or Graduation of Beneficiaries is Based on the Set of Non-Poor Households in l3. Robust Impact Evaluation Studies on 4ps have been Conducted; Including a Randomized Control Trial (Rct) Design in 2011 and a Regression Discontinuity Design (Rdd) in 2014 and 2021. The Beneficiary Exit and Enrollment Using l3 is the First Large-Scale Beneficiary Replacements in the Program and Offers an Opportunity to Assess the Program’S Impact in Improving Households’ Well-being.thus; The Proposed Study Aims to Exploit New Enrollments to Monitor Low-Income Households’ Well-being over Time and Examine the Role and Impact of 4ps. Specifically; The Initial Survey will Provide Baseline Information before a Nationwide Transition and Beneficiary Replacement and the Examination of the Households’ Well-Being; Including Children's Health and Education Outcomes.
