The Procuring Entity intends to apply a portion of the funds in the amount of Fifteen Million Four Hundred Twenty-Five Thousand Pesos (Php 15,425,000.00) Only, to eligible payments under the contract for PB No. 2026-11 (Consulting Services) Development and Cloud Subscription of Bureau of Internal Revenue (BIR) Accountable Forms Management System (AFMS). The contract duration shall be twelve (12) months from receipt of Notice to Proceed (NTP), for which the Bidding Documents are issued. 2) The Procuring Entity now invites bids to provide the following Consulting Services: The Development and Cloud Subscription of Bureau of Internal Revenue (BIR) Accountable Forms Management System (AFMS) aims to advance the bureau’s mission by strengthening organizational capabilities, enhancing human resource efficiency, and streamlining internal processes through the digitalization and effective management of accountable forms. More details on the services are provided in the Terms of Reference for the project. 3) The Consultant shall be selected and employed in accordance with Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedures as described in the Bidding Documents. 4) This notice has been addressed to the following short-listed consultants: Pilipinas Micro-Matrix Technology (PMT Joint Venture) Inc. 5) This invitation is non-transferable and may not be assigned to any other consultant. 6) The Bidding Documents may be acquired at Room 1106, 11/F Procurement Division, BIR-NOB, Diliman, Quezon City during office hours from 8:00 a.m. to 5:00 p.m. starting September 22, 2026 to October 13, 2026. 7) The BIR-NO will hold a Pre-Bid Conference on September 29, 2026 at 1:30 PM through videoconference/webcasting via Zoom Cloud Meeting (link to be emailed), which shall be open to all short-listed consultants only. 8) Bid documents must be received by the Procuring Entity’s BAC Secretariat through Manual Submission at the address indicated below on or before October 13, 2026 at 1:30 PM. Late bids shall not be accepted. 9) All Bids must be accompanied by a Bid Security in any of the acceptable forms in the amount stated in ITB Clause 15. 10) Bid opening shall be conducted on October 13, 2026 at 1:30 PM at the 11/F Procurement Division Conference Room, Bureau of Internal Revenue, NOB, Senator Miriam P. Defensor-Santiago Avenue, Diliman, Quezon City/Through Videoconferencing/webcasting via Zoom Cloud Meeting (link to be provided via emailed).
