The JOSE B. LINGAD MEMORIAL GENERAL HOSPITAL in Philippines from Asian region has released this tender for INVITATION TO BID FOR Supply and Delivery of Laboratory Information System (LIS) Module for Microbiology under IB NO. 2026-10-23 (53) 1) The Jose B. Lingad Memorial General Hospital (JBLMGH), through the Internally Generated Fund 2026 intends to apply the sum of Four Million Pesos (PhP 4,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Laboratory Information System (LIS) Module for Microbiology under IB NO. 2026-10-23 (53). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The JBLMGH now invites bids for the above Procurement Project using the Single Calculated Responsive Bidder (SCRB) and/or Lowest Calculated Responsive Bidder (LCRB). Delivery of the Goods is required as specified in Section VI. Bidders should have completed, within the period of ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from JBLMGH and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00AM to 5:00PM. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 01 to 23, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PhP 5,000.00); Cash or Cashier’s / Manager’s Check payable under the name of the Procuring Entity: It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The JBLMGH will hold a Pre-Bid Conference on October 9, 2026 at 9:30 AM and through video conferencing via Google Meet (the link will be provided in the confirmation message after submission of registration in Google Form: https://forms.gle/MvpKbNaRMtbPH8R6A which shall be open to prospective Bidders. All participants must confirm their attendance by filling out the online registration form mentioned. In relation thereto, upon entering the Google Meet room, the account must be renamed with the participant’s name and agency or company name. Only one (1) representative shall be allowed to attend the Pre-Bid Conference. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Conference Room, 4th Floor, Hospital Operations and Patient Support Service Building, JBLMGH, Dolores, City of San Fernando, Pampanga, on or before October 23, 2026 at 9:30 AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on October 23, 2026 at 9:30 AM at BAC Conference Room, 4th Floor, Hospital Operations and Patient Support Service Building, JBLMGH, Dolores, City of San Fernando, Pampanga.
