According to the Philippine Statistics Authority in 2020, cancer is the second leading cause of death among the Filipinos, next to cardiovascular diseases. Every year, there are about 141,021 new cancer cases and 86,337 cancer deaths in the Philippines. The Philippine Cancer Facts and Estimates 2015 and Global Cancer Statistics (GLOBOCAN) 2018 identified the top ten most common cancers in the country, namely: breast (highest incidence), lung, colon, liver, prostate, cervix, thyroid, adult leukemia, rectum, and ovary (lowest incidence), while the top ten leading cause of cancer deaths among the Filipinos include lung (most fatal), liver, breast, colon, adult leukemia, cervix, prostate, ovary, rectum and thyroid. There are about 3,923 childhood cancer cases annually and these are the most common: acute lymphocytic leukemia (highest incidence), acute myelogenous leukemia, central nervous system (CNS) tumors, lymphoma, retinoblastoma, osteosarcoma, Wilms tumor, rhabdomyosarcoma, and neuroblastoma (lowest incidence). Acknowledging the significant and growing burden of cancer on public health and the socioeconomic development of the country, this necessitates a comprehensive, evidence-based, and multi-sectoral approach to reduce the Philippine’s NCD and cancer burden. The rapidly increasing burden of NCDs, particularly cancer, are affecting especially the poor and disadvantaged populations disproportionately, contributing to widening health inequities. Certain population groups experience inequalities in risk factor exposure and in access to screening, early diagnosis and timely and appropriate treatment, and they also experience poorer outcomes for cancer; and recognizing that different cancer control strategies are required for specific groups of cancer patients, such as children and adolescents. The gravity of the NCD epidemic is recognized globally. In 2011, the United Nations General Assembly (UNGA) adopted the first Political Declaration on the Prevention and Control of Noncommunicable Diseases. The Declaration acknowledged that NCDs constitute a major challenge for development, thus, when the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development was adopted in 2015, member states have ensured the inclusion of SDG target 3.4 to reduce premature NCD mortality by one-third by 2030. Furthermore, NCD prevention and control is also a cornerstone of the WHO Western Pacific Region’s vision towards becoming the “healthiest and safest Region” and are one of the four thematic priorities identified which was endorsed during the 73rd regional committee for Western Pacific in 2022. In 2019, the Philippines passed the foundational legislations – the (1) National Integrated Cancer Control Act (Republic Act 11215), which aims to address cancer as a public health and economic burden among the Filipinos by improving better health outcomes through equitable access along the entire cancer care continuum and by reducing financial hardship among our cancer patients, persons living with cancer and cancer survivors; and (2) Universal Health Care Act (Republic Act No 11223) which provides comprehensive and progressive reforms to ensure that every Filipino is healthy, protected from health hazards and risks, and has access to affordable, quality and readily available health services to meet their needs. While health outcomes in Philippines have significantly improved through many significant health reforms over past decades, progress has often not met expectations, as illustrated by many key targets in the 2017-2022 National Objectives for Health not being met, particularly for NCDs with 72% deaths attributed, thus, much greater focus is needed within the sector and beyond to reduce premature mortality and achieve the target of relative reduction by 25%. The NCD situation of the Philippines needs an intensified and better response to speed up progress towards the global NCD targets and commitments, anchored on the Universal Health Care Law implementation in the country. It is thus incumbent upon the National Integrated Cancer Control Council, Department of Health, PhilHealth, and other concerned government agencies in coordination and collaboration with all the stakeholders to develop the National Integrated Cancer Control Strategic Plan 2023-2028 so as to fully implement the intent and the letter of the law. REQUIREMENTS/WORK TO BE PERFORMED Output 1: Approved Inception Report Deliverable 1.1: A detailed plan of action on how to conduct the project. The report should include the following, but not limited to, objectives, the significance of the project, implementation of the framework, methodology, target participants, data collection tools, processes for data collection, analysis, validation, consultation, and presentation of findings. The inception report should also include a project management plan. Deliverable 1.2: GANTT Chart with expected outputs and deliverables Output 2: Situational analysis/needs assessment report including review (desk review, virtual or in person consultation) of key policies and strategic frameworks relevant to the national integrated cancer control program Deliverable 2.1: Review of DOH’s vand other member National Government Agencies of the National Integrated Cancer Control Council vision, mission, and strategic objectives of the national integrated cancer control program or NGA programs relative to cancer prevention and control Deliverable 2.2: Review of existing laws, policies, guidelines, and implementation frameworks for national integrated cancer control program Deliverable 2.3: Obtain disaggegated data, review of relevant pieces of literatures, and undertake field visits, as necessary Output 3: Conduct either 5 batches of 3-day live-in participatory and inclusive consultations/workshops outside Metro Manila Deliverable 3.1: Facilitate pre- and post- administrative requirements for the conduct of series of workshops and consultation meetings Deliverable 3.2: Utilization of tools, approaches, and methods in the workshops and planning process such as theory of change (TOC), hypothesis driven approach, and/or logical frameworks, as appropriate Deliverable 3.3: Undertake stakeholder mapping and analysis and identification of stakeholders to be included in each level of workshop and consultation activities Deliverable 3.4: Act as Secretariat and manage the confirmation and registration of all participants.
