The Contractor is obliged to attach to the OFFER, in particular, Appendix No. 2 to the Technical Specifications - DPS - Technical Parameters, supplemented in accordance with the Ordering Party's requirements. 4. Failure to submit Appendix No. 2 to the Technical Specifications constitutes an inability to evaluate the offer and therefore a basis for rejection of the offer from the procedure. 5.
