23: Modernization and expansion of wastewater treatment plant in Marczyc

Tender Summary

The Gmina Podgórzyn in Poland from Europe region has released this tender for 1. The subject of the order is the modernization and expansion of the wastewater treatment plant in Marczycach (plot no. 11/5, 180/1) as part of Stage I, while maintaining the operation of the existing facility (plot no. 12/12) and its shutdown after the commissioning of the new installation. 2. For this order, the 'Design and Build' formula applies, which means that the element of the order treated as Stage I is the comprehensive, complete design of the project, understood as the complete technical documentation, cost estimate, technological documentation, along with detailed Technical Specifications for Execution and Acceptance of Civil Works (STWiORB/WWiORB) subject to approval by the tenderer and other, not explicitly mentioned - necessary for the proper commissioning of the object, as well as obtaining decisions, permits, and other legal documents required for such objects. 3. The subject of the order under the 'Design and Build' formula includes the physical and full-sector implementation of Stage I investment, ensuring full technological functionality of the object with a capacity of 12,500 RLM, where the Contractor is obligated to include in the technical documentation and implementation within Stage I infrastructure reserves for potential future expansion according to the following principles: 1) The technical documentation (civil, technical, and execution projects) prepared by the Contractor relates exclusively to the objects and installations carried out within Stage I. 2) During the planning and land use phase, the Contractor is obligated to provide spatial and territorial reserves, meaning the positioning of Stage I objects on the investment plot such that in the future, the wastewater treatment plant can be expanded without the need to demolish or rebuild the infrastructure erected under this contract. 3) In the installation field, the Contractor is obligated to design and implement within Stage I physical technical reserves for future expansion, which means the mandatory installation of blind flanges, isolation valves, free connection couplings, and leaving reserves of power at main distribution panels, free cable runs, and at least 25% of spatial and signal reserves in control cabinets and the higher-level SCADA system. 4. The subject of the order - Stage 1 - involves the construction of a new mechanical-biological wastewater treatment plant in Marczycach on plots no. 11/5, 180/1, with a capacity of RLM = 12,500 and an average daily flow rate of Qd = 1,630 m³/d. This stage includes ensuring full capacity to accept wastewater up to 100 m³/d and buffer it in a dynamic system (through synchronized operation of the receiving station and emptying pumps) using the existing retention facility adapted for this purpose. Safe acceptance of increased temporary flows during heavy rainfall up to Qm = 280 m³/h (77.8 l/s). This stage also includes maintaining the continuous operation of the existing facility on plot no. 12/12 and its complete shutdown from operation and maintenance after the stable commissioning of the new installation. An integral part of Stage I (within the budget) is the complete implementation of the system for conveying treated wastewater to the receiving point. The primary solution is to convey treated wastewater to the Czerwonka stream. Within the scope of the investment, the Contractor is obligated to conduct a detailed hydrological analysis and a flow analysis of the existing discharge point to the Czerwonka stream (for which a water permit extension application is currently being processed), with the aim of assessing the technical feasibility of using it to receive the designed amount of water. 5. In the event that the hydrological analysis and flow analysis indicate the impossibility of receiving the designed amount of treated water through the existing discharge point for Stage I, the Contractor is obligated to design and implement an alternative, complete pumping-gravity system to the Podgórna stream within Stage I investment. The aforementioned system includes the construction of a 250PE SDR11 PN16 pressure pipeline and a gravity section Dn400 PVC SN8, along with a discharge outlet DN 400 in the stone wall at km 3+311 of the Podgórna stream, passing through plot no. 11/5 (Marczyce) and plots in the village of Podgórzyn (nos: 355/2, 509/5, 627/4, 468/1, 473/14, 462/9, 330/8, 532/2, 536/3, and 536/2). 6. The subject of the order includes: 1) Within the scope of the basic order: a) preparation of technical documentation (conceptual, civil, technical, and execution) for the intended scope of investment implementation, along with obtaining necessary approvals, opinions, permits, and decisions, including a construction permit; b) construction of the wastewater treatment plant, training, commissioning, testing, handover to operation and use (a usage permit is required). 2) Within the scope of the order under the option law: a) construction of a complete pumping-gravity system to the Podgórna stream; b) elimination of conflicts with overhead SN 20 kV lines, which will occur if detailed positioning of objects during the design phase reveals physical or regulatory conflicts with the overhead electrical line of TAURON Dystrybucja S.A. The detailed description and method of order implementation include the Functional and Utilization Program (hereinafter: 'PFU') which constitutes Annex No. 11 to the SWZ. with tender notice no. 677839-2026 published on 07 Oct 2026.
