The Gmina Klucze in Poland from Europe region has released this tender for The subject of the order is "Obtaining a long-term credit of 6,800,000.00 PLN for financing the planned budget deficit of Gmina Klucze in 2026 and to cover planned obligations in the disbursements." 1) The credit will be granted without a separate credit application. 2) The credit will be made available to the Contractor in installments or in full, but not later than December 31, 2026, within a maximum period of five working days from the date of signing the contract (this period constitutes the evaluation criterion for offers) – starting from the date of credit availability to the Contractor, the Contractor has the right to submit applications to the Buyer for the full payment or installment credit (by fax or email). 3) Interest will be calculated from the date of credit activation in full, and in case of installment payments, from the amount and date of each installment. 4) Credit repayment will occur quarterly (at the end of each calendar quarter) starting from March 31, 2027, to December 31, 2036, as follows: 2027 – 500,000.00 PLN (4 x 125,000.00 PLN), 2028 – 1,200,000.00 PLN (4 x 300,000.00 PLN), 2029 – 960,000.00 PLN (4 x 240,000.00 PLN), 2030 – 800,000.00 PLN (4 x 200,000.00 PLN), 2031 – 340,000.00 PLN (4 x 85,000.00 PLN), 2032 – 100,000.00 PLN (4 x 25,000.00 PLN), 2033 – 40,000.00 PLN (4 x 10,000.00 PLN), 2034 – 960,000.00 PLN (4 x 240,000.00 PLN), 2035 – 960,000.00 PLN (4 x 240,000.00 PLN), 2036 – 940,000.00 PLN (4 x 235,000.00 PLN). 5) The Buyer reserves the right not to receive the full amount of the credit or the credit in full. In such a case, the Contractor shall not be liable to the Buyer for any costs related to the non-receipt of the credit or the partial receipt of the credit. 6) Interest will be calculated and paid quarterly, from the outstanding amount of the credit on the 10th day of the next month following the end of the quarter, based on written information from the Contractor, sent within seven days of the end of the quarter. Interest for the fourth quarter of 2026 is due by January 10, 2027, and the last interest payment for the fourth quarter of 2029 is due by December 31, 2036. The information on the interest amount will be sent electronically via email to the address: skarbnik@gmina-klucze.pl and shall specify: - the interest amount, - the interest rate, - the period for which interest is calculated, - the payment date, - the bank account number for the payment. 7) For the purpose of calculating interest, a year shall be considered as 365 days and the actual number of days in each quarter. In a leap year, the actual number of days in each quarter shall be used, and the year shall be considered as 366 days. 8) If the repayment date of the credit or interest falls on a Saturday, Sunday, or any other day of rest, the repayment will occur on the last working day preceding the repayment date. 9) The credit interest rate is variable, subject to quarterly changes according to the following rule: - the interest rate consists of a variable WIBOR rate for 3-month Polish bank deposits, calculated as the average of all quotations in the calendar month preceding the calculation period, and a fixed bank margin. 10) The borrower has the right to repay the credit in full or in part at any time before the above-mentioned deadline, with a monthly notice period, without additional fees or commissions. Early repayment of the credit will result in a proportional reduction of the interest amount, which will be calculated from the remaining outstanding amount (interest will be calculated up to the date of repayment, not the end of the contract period). The parties shall agree on a new repayment schedule and the agreed terms shall be recorded in an annex to the contract. 11) Credit not activated by the end of the current year will not be used. No fees or commissions will be charged by the Contractor for the unused credit amount. All changes shall be made after prior agreement on a new repayment schedule between the parties. The reasons for changing the repayment schedule shall be circumstances arising from the obligation to comply with the requirements set forth in Article 243 of the Public Finance Act of August 27, 2009 (Dz.U. 2025 No. 1483 with subsequent amendments) or the occurrence of any other legal, economic, or technical circumstances that make the performance of the contract impossible or necessary, resulting in a change of essential terms of the contract. 13) Credit security shall be established in the form of a blank check with a check declaration (signed by the municipal cashier). 14) Additional accounting for credit management will be conducted without fees or commissions. 15) The currency of the credit will be Polish zloty – all transactions between the bank and the borrower will be conducted in Polish zloty. 16) The credit will not be subject to any fees, commissions, or costs. with tender notice no. 701615-2026 published on 12 Oct 2026.
