The Municipal Utilities Company Ltd. in Koszalin in Poland from Europe region has released this tender for The subject of the Order is the performance of the Contract Engineer's function, understood as the provision of comprehensive investment process management services, coordination, investor supervision, technical, legal, financial, and energy consulting (Contract Engineer function) for the preparation, implementation, and settlement of the investment project entitled: "Construction of a municipal waste incineration plant in Koszalin." The Contract Engineer's main responsibilities will include, in particular: 1) Management and coordination: comprehensive management of the investment process during the design phase, construction works, commissioning, and commissioning of the plant. 2) Investor supervision: provision of multi-discipline investor supervision services over the works performed by the Contractor (EPC / "design and build"). 3) Quality and cost control: ongoing verification of design documentation, quality of work performed, materials and equipment used, and verification of the physical and financial progress of the Investment. 4) Legal support and procedures: ensuring compliance of the work being performed with building law, environmental requirements, and the terms of the Contract with the Works Contractor. These areas also include assistance in preparing all types of reports, reports, and forecasts regarding project implementation. The Contract Engineer is obligated to provide the Employer with technical advisory services, ensuring effective coordination, supervision, management, and acceptance of construction works, supplies, and services performed by the Works Contractor. The designated area of ​​the Contract Engineer's responsibilities also includes monitoring and assessing the material and financial progress of the Contract in accordance with the approved HRF. The Contract Engineer will supervise the preparation of design documentation, review and verify the Works Contractor's documents, and coordinate the process of obtaining appropriate administrative decisions. The Contract Engineer is obligated to provide a Team of Supervision Inspectors acting as the Investor's Supervision Inspector for all Works covered by the Contract. The Contract Engineer's responsibility will be, in particular, to carry out the tasks indicated in the individual Task Lists, detailed below in point 5 of this Description of the Subject Matter of the Order. The Contractor is obligated to implement, in consultation with the Ordering Party, procedures and instructions on site, within 30 days of signing the Agreement, that are binding on the participants of the Investment, including: - document circulation procedures, - material request approval procedures, - equipment acceptance and software implementation procedures, - equipment and implemented software testing procedures, - design change supervision procedures, including KNA (author supervision cards), - development of a Design specifying the necessary decision-making processes,the scope of involvement of the Ordering Party's management and employees in the implementation of the Project 2) The definition of the subject of the contract and the detailed scope of the Contract Engineer's services are included in Chapter II of the Technical Specifications "Description of the subject of the contract" and in the contract template constituting Chapter V of the Technical Specifications. with tender notice no. 675329-2026 published on 07 Oct 2026.
