The National Centre for Research and Development in Poland from Europe region has released this tender for This Prior Information Notice PIN announces the publication by the National Centre for Research and Development NCBR of a pre-commercial procurement PCP procedure aimed at developing solutions in the area of biogas technology Procedure Project The project is being carried out as part of the non-competitive project entitled Innovative Public Procurement implemented by the National Centre for Research and Development under the European Funds for Modern Economy Programme 2021-2027 project number FENG 02 13-IP 07-0001 24 The research challenge is to develop an innovative methane fermentation system for non-standard biomass that will enable the efficient processing of difficult organic substrates such as poultry manure animal by-products and crop straw while maintaining high process stability and environmental safety The intended outcome of the R D work is the development of a systemic solution based on the collaboration of advanced feedstock preparation systems innovative anaerobic fermentation processes microbiological control systems and intelligent process monitoring and control tools The solution will enable stable mono- or co-fermentation with at least 70 non-standard biomass in the total feedstock while ensuring high biogas production efficiency The adopted approach involves the use of dedicated pre-treatment methods for difficult substrates reducing the negative impact of fermentation process inhibitors such as ammonia long-chain fatty acids and poorly biodegradable lignocellulosic structures This will enable increased efficiency in the use of organic waste which currently remains a largely untapped source of renewable energy The system concept involves integrating the fermentation process with advanced SCADA-class automatic monitoring and control systems utilizing process data to continuously optimize technological parameters The solution will enable control of key biological and technological parameters reducing the risk of process inhibition and maximizing energy yield per feedstock unit Ensuring the sanitary and environmental safety of the process products will also be a key element of the developed technology R D work includes developing methods for feedstock pretreatment and digestate management that will minimize the risk of pathogens pharmacological residues and antibiotic resistance genes This will enable the safe use of digestate products in line with the principles of a circular economy The solution also assumes achieving energy self-sufficiency in the installation s thermal and electrical energy supply and eliminating odor nuisances associated with biomass processing This will increase public acceptance of biogas installations and reduce their environmental impact Additionally the technology will enable the efficient processing of locally available waste and by-products from the agri-food sector supporting the development of renewable energy sources reducing greenhouse gas emissions and increasing regional energy self-sufficiency The developed solution will serve as a foundation for the development of national biogas production technologies that align with the goals of the energy transition and the European Green Deal and REPowerEU strategies The project s final outcome will be a solution enabling the efficient scalable and repeatable management of non-standard biomass in biogas installations ensuring stable biogas production with a high share of difficult substrates with the potential for widespread implementation and further development towards local integrated energy systems based on a circular economy The procedure is being conducted without regard to the provisions of the Public Procurement Law hereinafter the Public Procurement Law pursuant to Article 11 Section 3 Item 1 of the Public Procurement Law The procedure will be open transparent and non-discriminatory Detailed documentation of the Proceedings is published on the Ordering Party s website at https www gov pl web ncbr pcp and on the Ordering Party s purchasing platform at https platformazakupowa pl pn ncbr The exact address of the Proceedings is https platformazakupowa pl transakcja 1381398 platformazakupowa pl pn ncbr The exact address of the Proceedings https platformazakupowa pl transakcja 1381398 platformazakupowa pl pn ncbr The exact address of the Proceedings https platformazakupowa pl transakcja 1381398 with tender notice no. 667570-2026 published on 07 Oct 2026.
