The detailed description of the subject of the order is specified in Annex No. 1 to the tender documents. 4. Reasons for not dividing the order into parts: The tenderer does not divide the order into parts and therefore does not allow for partial tenders, as the order is indivisible into parts due to technical and organizational reasons. The elements that constitute the subject of the order are intended to form an inseparable whole, i.e., a complete software environment. The order covers the delivery of software (within the scope of digitalization of back office processes, creation and development of e-services, and digitalization and provision of data), which must be implemented in full by the tenderer, including the provision of staff training. Excessive technical and coordination difficulties related to coordinating and supervising the implementation of various contractors executing the order may seriously jeopardize the proper execution of the order. To achieve the intended purpose, one contractor should be responsible for selecting and configuring the software that meets the requirements specified by the tenderer.
