Collection from the ZUOK in Olsztyn and management (through thermal processing) of waste with code 19 12 10 in the amount of 8000 (base: 4000 Mg, option: 4000 Mg)

Tender Summary

The Municipal Waste Management Plant Ltd. in Olsztyn in Poland from Europe region has released this tender for 1. The subject of the contract is the collection and management (through thermal treatment) of waste with code 19 12 10, originating from the mechanical-biological processing of municipal waste, including bulky waste that is not hazardous, neutral, or biodegradable, in a manner that ensures the transfer of responsibility for waste management to the next waste holder. 2. The Ordering Party has no influence on the waste stream accepted due to the very high variability of this stream, therefore the contract has been divided into the basic (guaranteed) scope and the option referred to in Art. 441, section 1 of the Public Procurement Law. The Ordering Party may exercise the option in whole or in part, on a one-off basis or in several parts. An option is envisaged to increase the quantity of waste with code 19 12 10 designated for collection and management. 3. The quantity of waste with code 19 12 10 designated for collection and management under the basic contract is 4,000 Mg. 4. The amount of waste with code 19 12 10 designated for collection and management under the option is up to 4,000 Mg. 5. Taking the above into account, the total amount of waste designated for collection and management is up to 8,000 Mg, including: under the basic order: 4,000 Mg and under the option: up to 4,000 Mg. 6. The waste will be offered in the form: bulk. The Contractor will collect the above-mentioned waste from the Ordering Party from the following installation: Municipal Waste Disposal Plant (ZUOK), ul. The Contractor may perform the above-mentioned waste management itself or through other entities with appropriate permits (subcontractors). The Contractor shall then be fully liable to the Ordering Party for ensuring the waste disposal method permitted above. 8. Information on the Ordering Partys technological line: The technological process carried out at the ZUOK Olsztyn is based on mechanical-biological technology, including bio-drying of municipal waste and its subsequent mechanical sorting in order to prepare and purify fuel from waste. The waste offered under the contract is the light fraction from the fuel production line. The light fraction of waste includes plastic, waste paper, rubber, textiles, wood, and biodegradable waste. Due to the nature of municipal waste and its significant morphological variability, the presence of glass and metals in the generated light fraction cannot be ruled out. Due to the fact that the composition of the fraction depends on the morphology of the waste brought to the ZUOK, the above-mentioned composition is only indicative and cannot be the basis for any claims against the Ordering Party. 9. The main characteristics of the waste subject to the contract: minimum calorific value 14,000 kJ/kg, maximum moisture content 20%, bulk density approx. 100-260 kg/m3, granulation 0-100 mm,the fraction production process does not ensure its complete purification of contaminants (glass, metals, stones, other heavy fractions), 10. The Contractor will ensure continuous waste collection in accordance with the Ordering Partys needs, taking into account in particular: number of waste collection vehicles: 0-10 pcs/d; preferred vehicle type: moving floor approx. 90m3; possibility of collecting alternative fuel 5 days a week from Monday 6:00 a.m. to Saturday 6:00 a.m., unless the Ordering Party indicates otherwise in weekly orders. 11. Due to the fact that the Ordering Party has no influence on and is not responsible for the quantity of waste sent to its installations and their quality, they are not guaranteed by the Ordering Party. 13. For settlements between the Parties, the quantity of waste collected will be determined according to measurement on the Ordering Partys electronic truck scale. 14. The transfer of waste will be confirmed by a waste transfer note – in accordance with applicable regulations. 15. Pursuant to Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in connection with Russias actions destabilizing the situation in Ukraine, it is prohibited to perform a public contract using subcontractors, suppliers or entities on whose capacities reliance is placed within the meaning of Directive 2014/24/EU, if such subcontractors account for more than 10% of the contract value. 16.
