COLLECTION OF MUNICIPAL WASTE GENERATED FROM RESIDENTIAL AND UNRESIDENTIAL PROPERTIES IN THE CITY OF RACIBÓRZ

The The city of Racibórz in Poland from Europe region had released this tender for 1) The subject of the contract is: a) Provision of municipal waste collection services generated on the premises of residential and uninhabited properties, properties with summer cottages and other properties used for recreational and leisure purposes, where municipal waste is generated within the City of Racibórz and from the Municipal Waste Selective Collection Point in a manner enabling the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods and limiting the mass of biodegradable waste transferred to landfill, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities, the provisions of the current Waste Management Plan for the Silesian Voivodeship, and the provisions of the Regulations on maintaining cleanliness and order in the Commune of Racibórz, b) Purchase and distribution of bags for selective collection of municipal waste in buildings covered by the bag system, c) Ensuring the possibility of leasing and purchasing containers for collecting municipal waste within the system, d) Maintaining in a proper sanitary condition, hygienic and technical (excluding vandalism) of municipal waste collection points designated for municipal waste segregation, e) Providing specialized containers for the collection of textiles and used clothing, f) Collection of waste from selective municipal waste collection campaigns designated by the Ordering Party, g) Ongoing maintenance of e-waste display cases, including their emptying and maintaining them in proper sanitary, hygienic, and technical condition (excluding vandalism). The estimated total contract covers 69,000 Mg of municipal waste over 36 months. A detailed description of the subject of the contract is specified in: - description of the subject of the contract – Appendix No. 5 to the Specifications of Terms of Reference, - draft provisions of the contract – Appendix No. 4 to the Specifications of Terms of Reference. All requirements specified in the documents indicated above constitute minimum requirements, and their compliance with them is mandatory. Failure to meet the above-mentioned minimum requirements will result in rejection of the offer as non-compliant with the terms of the contract pursuant to Article 226, section 1, item 5 of the Public Procurement Law. The Contracting Authority requires that the offered service, including all ICT products, ICT services and ICT processes used to perform the contract, both as main elements and components, elements of the environment, service provision or accompanying solutions, does not include: • ICT products, ICT services or ICT processes indicated in the recommendation referred to in art. 33 sec. 4 of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the fundamental interest of state security; • an ICT product the type of which was specified in the decision on recognizing the supplier as a high-risk supplier referred to in art. 67b sec. 15 of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that decision.Failure to meet the above requirement will result in rejection of the offer, as appropriate, under art. 226 sec. 1 item 17 or 19 of the Public Procurement Law. The Contracting Authority anticipates awarding a contract consisting of the repetition of similar services, referred to in art. 214 sec. 1 item 7 of the Act. Scope of anticipated services to be awarded: The contract will consist of the repetition of the same services described in the basic contract. The Contracting Authority anticipates that the value of the contract to be awarded may amount to a maximum of 20% of the value of the basic contract. The conditions under which the contract (repeat of similar services) will be awarded: - if the amount referred to in § 5 of the contract is exhausted; - in the event of a prolonged procedure for awarding another contract in an open procedure, which should also be understood as the lack of a resolution in such a procedure; - the award of the contract will be preceded by a single-source procedure, following negotiations with the Contractor; - unit rates of remuneration will be subject to negotiation. with tender notice no. 689594-2026 published on 07 Oct 2026.
