Tender Summary
The Włocławek County - County Office in Włocławek in Poland from Europe region has released this tender for 1. The subject of the contract is the comprehensive supply of electricity – delivery together with distribution services – in the period from 1 January 2027 to 31 December 2027 – to 61 collection points (PPE), described in detail in Appendix No. 1 to the SWZ (List of PPE), with an estimated volume of 1,527,810 kWh. 2. The Ordering Party explains that with regard to some PPE, the information is incomplete because the facilities are in the process of being connected. 3. The above data is indicative. The amount of electricity was estimated based on historical data on electricity consumption for a period of 12 months and taking into account the actions undertaken referred to in Art. 37 of the Act of October 7, 2022, on specific solutions to protect electricity consumers in 2023 and 2024 in connection with the situation on the electricity market, taking into account electricity generated in micro-installations and used by prosumers (estimated self-consumption). The contractor should take into account possible fluctuations in electricity consumption. Reducing or increasing the amount of electricity will not entail any consequences for the contracting authority (recipients), other than the need to pay for the actual amount of energy consumed and transmission services in accordance with the applicable DSO Tariff. The indicated estimated amount of energy is the amount the contracting authority intends to purchase and does not include energy generated internally and consumed through self-consumption or drawn from the DSO network using a discount. 4. The procedure covered PPE with generating installations – a detailed description (installation capacity, connection date, billing method) can be found in Appendix 1 to the SWZ. In all PPE with a PV installation, customers have Prosumer status and settle using the net billing or net-metering system – as described in Appendix No. 1 to the SWZ. 5. Settlement using the net-metering system The Contractor will settle the amount of electricity fed into the DSO network against the amount of electricity drawn from this network for its own consumption by the Prosumer generating electricity in a micro-installation with a total installed electrical capacity: 1) greater than 10 kW – in a quantitative ratio of 1 to 0.7 2) not greater than 10 kW – in a quantitative ratio of 1 to 0.8. 6. Settlement using the net-billing system 1) The value of electricity will be determined in accordance with the provisions of Art. 4b of the Renewable Energy Act. 2) For the purpose of conducting net-billing settlements, the Contractor will maintain an account for the Renewable Energy Prosumer, which will record the amount of electricity and the value of electricity, as well as the resulting value of funds due to the Prosumer for electricity fed into the grid – the Prosumer Deposit. The amount of funds constituting the Prosumer Deposit may be settled on the Prosumer account for 12 months from the date it is assigned as a Prosumer Deposit on the Prosumer account. The amount of any overpayment (value of electricity unused over a 12-month period), refunded by the Contractor, will be determined based on the regulations in force at the time of settlement. 7. The Ordering Party is obligated to inform the Contractor of any changes affecting the settlement method, in particular the loss of Prosumer status, changes in the total installed capacity of the micro-installation, the type of energy source in the micro-installation, or permanent disconnection of the micro-installation from the DSO grid, within 14 days of the date of the change. 8. Due to the specific nature of the subject matter of the contract, the Ordering Party will use one criterion to evaluate the offers – price. 9. Quality standards: 1) The subject matter of the contract is the supply of electricity meeting quality standards specified in accordance with applicable regulations. 2) The quality standards for electricity are described in the Energy Law and the Regulation of the Minister of Climate and Environment of 22 March 2023 on detailed conditions for the operation of the power system (consolidated text: Journal of Laws of 2025, item 919). 3) The principles of shaping and calculating tariffs and settlements in electricity trading are specified in the Regulation of the Minister of Energy of 3 September 2026 on the method of shaping and calculating tariffs and the method of settlements in electricity trading (Journal of Laws of 2026, item 1182). 4) Standards regarding the distribution of electricity are included in the Operators Tariff, which specifies: • tariff groups and detailed criteria for qualifying customers to these groups; • the method of determining fees for connection to the Operators grid, and in the case of connection to a grid with a rated voltage of no more than 1 kV also lump sum fee rates; • fee rates for the provision of distribution services and conditions of their application, taking into account the division into rates resulting from: • distribution of electricity (variable and fixed components of the grid rate), • use of the national power system (quality rates), • reading indications of metering and billing systems and their ongoing control (subscription rates), • early termination of long-term contracts (transitional fee rates), • ensuring the availability of electricity from renewable sources in the national power system (RES fee rate), • ensuring the medium-term and long-term security of electricity supply to end customers (capacity fee rate); • method of determining discounts for failure to meet electricity quality parameters and customer service quality standards; • method of determining fees for: - consumption of reactive energy in excess of the contract, - exceeding the contracted capacity, - illegal consumption of electricity, • fees for services performed at the additional request of the customer; • fees for resuming electricity supply after a supply interruption. The amount returned by the Contractor will be determined based on the regulations in force at the time of settlement. 7.
