The Rabka-Zdrój Commune in Poland from Europe region had released this tender for 1. The subject of the contract is comprehensive winter maintenance in the city of Rabka-Zdrój and winter road access maintenance in the villages of Chabówka, Ponice and Rdzawka in the winter season 2026/2027. 2. This contract has been divided into 8 (eight) lots. 3. The Ordering Party has divided the contract into the following lots: 3.1. Part I – Winter maintenance of roads, roadsides and bus bays in the city and commune of Rabka-Zdrój. 3.2. Part II – Winter maintenance of pavements and pedestrian routes in the city and commune of Rabka-Zdrój. 3.3. Part III – Winter road access maintenance in the Słone district. 3.4. Part IV – Winter road access maintenance in the Zaryte district. 3.5. Part V – Winter road access maintenance in the Ponice village. 3.6. Part VI – Winter road access maintenance in the Rdzawka village. 3.7. Part VII – Winter maintenance of traffic flow in the area of ​​Chabówka Village. 3.8. Part VIII - Winter maintenance of Rdzawka municipal roads. 4. The Contractor may submit an offer for each lot of the order, i.e. for one lot, for several lots or for all lots of the order. 5. For each lot, winter road maintenance services and, if necessary, snow removal services are provided. 6. For Part I and Part II, the order is provided for the provision of additional services, i.e.: 6.1. post-winter cleaning in accordance with the list “List of roads, roadsides and bus bays in the city and commune of Rabka-Zdrój” for Part I and “List of pavements and pedestrian routes in the city and commune of Rabka-Zdrój” for Part II; 6.2. post-winter washing in accordance with the list “List of roads, roadsides and bus bays in the city and commune of Rabka-Zdrój” for Part I and “List of pavements and pedestrian routes in the city and commune of Rabka-Zdrój” for Part II; 7. The Contractor will only perform the subject of the contract in the event of weather phenomena that require the service, i.e., snowfall or slippery conditions. 8. The Ordering Party reserves the right to suspend and resume winter maintenance operations due to favorable weather conditions without the imposition of contractual penalties. In the event of suspension of winter maintenance operations, Contractors shall not be entitled to remuneration. 9. During the period of suspension of winter maintenance operations, the Ordering Party may commission the Contractor to maintain road trafficability and eliminate slippery conditions on roads and sidewalks by using roughening materials, particularly around driveways and intersections. 10. During the performance of the subject of the contract, the Contractor, without the need for notification by the Ordering Party, shall be obligated to commence performance of the subject of the contract immediately after the occurrence of weather phenomena such as snowfall, blowing snow, blizzards, black ice, etc. 11.For the purposes of performing the subject of the contract, the Contractor will receive GPS transmitters from the Ordering Party free of charge, which it will be obliged to turn on at the commencement of work. This is to confirm the performance of the service. The recording from the GPS transmitter will constitute confirmation of the performance of the subject of the contract. 12. A detailed description of the subject of the contract for each of the listed parts is included in the Description of the Subject of the Contract constituting Appendix No. 11 to the ToR. 13. Communication in the contract award procedure and the competition, including the submission of offers, requests to participate in the procedure or competition, the exchange of information and the transmission of documents or declarations between the ordering party and the contractor, taking into account the exceptions specified in the Public Procurement Law, shall take place using electronic means of communication. Electronic means of communication shall be understood as electronic means of communication defined in the Act of 18 July 2002 on the provision of services by electronic means (Journal of Laws of 2024, item 1513, as amended).
