Construction of the 220/110 kV Wigry power station

The Polish Power Grids Joint Stock Company in Poland from Europe region has released this tender for 1. The subject of the contract is the construction of the 220/110 Wigry substation as part of the "Interconnection between Poland and Lithuania (currently known as Harmony Link) project, including the connection of the Suwałki Special Economic Zone." The scope of work includes design, construction, and assembly work. In addition, the Ordering Party anticipates the possibility of exercising the following options: Option No. 1 (with the possibility of double application and independent of each other) – equipment of the R220 kV reserve bay, is described in point 1.2.1 of Part II of the SWZ PFU. Option No. 2 (with the possibility of single application) – equipment of the R110 kV reserve bay, is described in point 1.2.2 of Part II of the SWZ PFU. Option No. 3 – provision by the Contractor of continuous operational and maintenance services for the Wigry Substation, is described in point 1.2.3 of Part II of the SWZ PFU. Option No. 4 – Supervision Option is described in point 2.8. and 11.26 Part IV of the Technical Specifications – Contract Template. 2. A detailed description of the subject of the contract can be found in Part II of the Technical Specifications – Functional-Utility Program. 3. Each time, in all cases in which the Ordering Party describes the subject of the contract by reference to standards, technical assessments, technical specifications and technical reference systems referred to in art. 101 sec. 1 item 2 and sec. 3 of the Act, the Ordering Party allows solutions equivalent to the described ones if they make it possible to obtain features or parameters not worse than those referred to. The above means that the contractor may use the solutions described by the Ordering Party “or equivalent”. 5. In accordance with art. 101 sec. 5 of the Act, a Contractor who relies on solutions equivalent to those described by the Ordering Party is obliged to demonstrate that the supplies it offers meet the requirements specified by the Ordering Party, provided that the Contractor proves in the offer, in particular using the evidence referred to in Art. 104-107 of the Act, that the proposed solutions meet the requirements specified in the description of the subject of the order to an equivalent degree. 6. The order is being carried out as part of a project co-financed by the European Union from the Connecting Europe Facility. 7. Pursuant to the provisions of Art. 438 of the Act in conjunction with Art. 95 sec. 1 of the Act, the Ordering Party specifies the requirements related to the performance of the order in terms of employment by the contractor or subcontractor on the basis of an employment relationship of persons performing activities indicated by the Ordering Party within the scope of the order performance, if the performance of such activities consists in performing work in the manner specified in Art. 22 § 1 of the Act of 26 June 1974 - Labor Code (Journal of Laws of 2023, item 1465).
