Tender Summary
The State Treasury PGL LP Pniewy Forest District in Poland from Europe region has released this tender for The detailed description of the subject of the order is contained in the SWZ and its annexes. The intended design and construction project is to build two fire observation towers in the forests of Pniewy and Wielonek. The towers are expected to cover the entire area of the Pniewy Forest Management with their observation range, and partially overlap with the regional fire protection system (PPOŻ). The order will be executed within the framework of the project 'Comprehensive project for adapting forests and forest management to climate change – prevention, mitigation, and reduction of the effects of forest fire threats (PPOŻ2)'. The project and construction works will be carried out at the following locations under the management of the Pniewy Forest Management: a) Location 1: Greater Poland Voivodeship, Szamotul County, Ostroróg Commune, Wielonek District, plot 80120/2 b) Location 2: Greater Poland Voivodeship, Szamotul County, Pniewy Commune, Chełmno – Jakubowo District, plot 80238/1 Location 1: Demolition of the existing steel lattice tower (fire observation tower, height 32 m), design and construction of a new tower in reinforced concrete (fiber-reinforced concrete) technology with a height of approximately 48 m. The tower will be equipped with photovoltaic panels and an energy storage system to maintain the operation of devices such as: fire observation rotating camera, router, security cameras, and security system components. The power supply for the devices is planned to be provided by a photovoltaic installation consisting of PV panels with power selected to meet the tower's requirements. Flexible panels or equivalent will be mounted on the tower's facade in an east-to-west orientation at an angle of approximately 90° relative to the terrain level. The energy will be directed to an MPPT converter, then to the battery bank, monitored by a BMS system with remote monitoring capabilities. The batteries will power among other things: converters (48V/230V, 48V/12V, 48V/24V), computer, managed switches, and alarm systems. The installation components will be placed in cabinet R1 at the base of the tower (minimum dimensions 1000x1500x1500 mm), mounted on concrete blocks, equipped with LAN-controlled forced ventilation, temperature sensors, and surge protectors. At the top of the tower, cabinet R2 (approximately 700x500x300 mm) will be installed, equipped with a circuit breaker, 230V outlets, managed switch, and LAN controller. At the tower's peak, a fire observation camera and 5 GHz radio antennas in the unlicensed band will be installed. The devices will be connected via FTP cables to the industrial switch in cabinet R2. The tower will be equipped with an anti-tamper installation including a GSM alarm panel with a 7Ah battery, contact sensors (R1, R2), two IPx4 alarm cameras (at heights of 5–7 m), and an acoustic-optical alarm system. The cameras will have perimeter protection, motion detection, facial recognition, and people counting features. The integrated system with the alarm panel will enable SMS/MMS/email alerts. In terms of lightning protection and grounding, additional needle and horizontal grounding electrodes (bednarka) will be installed, along with a lightning protection device that provides a protective zone for the fire observation camera. All devices will be connected to the tower structure and grounded (ground resistance ≤10 Ω). The tower and installations will be protected in accordance with standards PN-HD 60364 and PN-IEC, including electrical protection (TNS system, active parts insulation, PELV) and overvoltage protection (I+II TNS 2P, camera and switch protection). The space inside the steel fence with a gate and wire mesh will be paved with concrete pavers. The task also includes delivering equipment for safe tower maintenance, including a system compatible with the internal ladder. Location 2: Design and construction of a new tower in reinforced concrete (fiber-reinforced concrete) technology with a height of approximately 48 m. Part of the task includes connecting to the existing power grid and installing telecommunications infrastructure (as in Location 1). Installation components will be placed in cabinet R1 at the base of the tower (minimum dimensions 1000x1500x1500 mm), mounted on concrete blocks, equipped with LAN-controlled forced ventilation, temperature sensors, and surge protectors. At the top of the tower, cabinet R2 (approximately 700x500x300 mm) will be installed, equipped with a circuit breaker, 230V outlets, managed switch, and LAN controller.
