The Polish Power Grids Joint Stock Company in Poland from Europe region has released this tender for 1. The subject of the order is the delivery of 220 kV cable systems, along with the development of a construction design and obtaining a building permit for the 220 kV Ełk Bis – Polish Border line as part of the "Interconnection between Poland and Lithuania (currently known as Harmony Link) project, including the connection of the Suwałki Special Economic Zone." The subject of the order is divided into three Packages/Lots, i.e.: Package/Part 1 - Package A. Package/Part 2 - Package B. Package/Part 3 - Package C. Each Contractor may submit an offer for one or more Packages/Lots of the order; the maximum number of Packages/Lots for which a Contractor may submit an offer is three (3) Packages/Lots. 2. A detailed description of the subject of the order can be found in Part II of the ToS, Description of the Subject of the Order. Furthermore, the Ordering Party anticipates the possibility of exercising Option Rights: under Package A: Option 1: Demolition Permit Decision (PnR Decision) for the temporary cable connection and demolition of the cable system components from pole no. 226 used to introduce the temporary cable line to the pole. Option 2: Ordering Party’s material reserve. under Package B: Option 2: Ordering Party’s material reserve. under Package C: Option 2: Ordering Party’s material reserve. Option 3: Cable System Compatibility Tests. Detailed requirements regarding option rights are contained in Parts II and IV of the Technical Specifications. 3. In each case where the Ordering Party describes the subject of the contract by reference to standards, technical assessments, technical specifications, and technical reference systems referred to in art. 101 sec. 1 item 2 and sec. 3 of the Act, the Ordering Party accepts solutions equivalent to those described if they achieve features or parameters no worse than those cited. This means that the contractor may use the solutions described by the Ordering Party "or equivalent." 5. Pursuant to art. 101 sec. 5 of the Act, a Contractor who refers to solutions equivalent to those described by the Ordering Party is obliged to demonstrate that the supplies it offers meet the requirements specified by the Ordering Party, provided that the Contractor proves in its offer, in particular using the evidence referred to in art. 104-107 of the Act, that the proposed solutions meet the requirements specified in the description of the subject of the contract to an equivalent degree. 6. The contract is being carried out as part of a project co-financed by the European Union from the Connecting Europe Facility. 7. The Ordering Party will reject the offer in each of the Lots on the basis of Article 393 paragraph 1 point 4) of the Act, in which the share of products, including software used in the equipment of telecommunications networks originating from European Union Member States, countries with which the European Union has concluded agreements on equal treatment of entrepreneurs, or countries,to which the provisions of Directive 2014/25/EU apply pursuant to a Council decision, does not exceed 50%. with tender notice no. 715113-2026 published on 16 Oct 2026.
