Tender Summary

The Jednostka Wojskowa Nr 6021 in Poland from Europe region has released this tender for The procedure is conducted in accordance with the provisions of the Act of 11 September 2019 - Public Procurement Law (Journal of Laws of 2026, item 793), hereinafter referred to as the Pzp. The procedure is conducted as an open tender in accordance with Art. 132 of the Pzp. The Contracting Authority awards the contract in lots, each of which is the subject of a separate procedure. The subject of the contract is the supply of fish. Common Procurement Vocabulary (CPV) code: 15240000-2 Frozen fish, fish fillets and other fish meat; 15232000-3 Salted fish; 15234000-7 Smoked fish; 15240000-2 Canned fish and other preserved or processed fish; 15241200-1 Prepared or preserved herring; 15241400-3 Canned tuna. A detailed description of the subject of the order is provided in Appendices No. 1, 1.1, 4, and No. 10 to the Technical Specifications (SWZ), i.e., the Bid Form, Product and Price Specifications, Draft Contract Provisions, and Descriptions of the Subject Matter of the Order. Justification: The Ordering Party does not allow partial bids, as the subject matter of the order involves successive deliveries of fish, which require ensuring continuity of supply, a uniform level of quality, and efficient organization and coordination of order execution. Dividing the order into parts and entrusting their execution to multiple contractors could complicate ongoing coordination of deliveries, particularly in terms of deadlines, quantity, and quality of delivered products. In the event of shortages, delays, or the need to replace products, additional coordination between the Ordering Party and individual Contractors would be necessary, which could negatively impact supply continuity. Furthermore, deliveries carried out by different Contractors could result in differences in quality and delivery methods, which would hinder ensuring the uniform standards required by the Ordering Party. Dividing the order could also result in increased organizational and logistical costs, including: The Ordering Party considers that the execution of the entire contract by a single Contractor will ensure more efficient supply organization, greater continuity and predictability of supply, and a uniform quality standard for the fish supplied. The Ordering Party requires the submission of a bid for all required items listed in Annex 1.1 to the ToR. In this procedure, the Ordering Party intends to award a basic (guaranteed) contract and any contracts under the Right of Option. Information regarding the scope of the contract covered by the Right of Option, including the scope, the deadline for exercising this right by the Ordering Party, and the principles governing this exercise, is described in Annex 4 to the ToR. The circumstances for exercising the option are described in § 3 in Appendix 4 to the ToR. Whenever in this ToR the subject of the procurement is described with an indication of trademarks, patents, or the origin, source, or specific process that characterizes products supplied by a specific Contractor, if this could lead to the privilege or elimination of certain contractors or products, it is assumed that such indications are accompanied by the words "or equivalent." When describing the subject of the procurement, the Ordering Party, pursuant to the instructions set out in Article 99, Section 4 of the Public Procurement Law, has indicated a trademark or origin due to the specificity of the subject of the procurement and the inability to describe it exhaustively using precise and understandable terms. By describing the subject of the contract using trademarks, patents, or the origin, source, or specific process that characterizes the delivered products, the Ordering Party thus specifies the quality, technical, and performance parameters that the subject of the contract must meet to meet the requirements set by the Ordering Party. The subject of the contract should meet the technical, functional, and quality parameters specified by the Ordering Party, as indicated in the description of the subject of the contract, constituting Annex 10 to the ToR.
