Delivery of performance monitoring software with technical support for 36 months

The Central Information Technology Center in Poland from Europe region has released this tender for 1. The subject of the order is the delivery of software meeting the requirements specified in the OPZ, along with a 36-month technical support guarantee for the delivered software. 2. The subject of the order is described in detail in Chapter II of the SWZ – Order Description. 3. The procuring entity, in accordance with Article 139 of the Pzp Act, provides for a reverse evaluation order, i.e., first conducting an evaluation of the offers, and then qualifying the contractor whose offer was rated highest in terms of the absence of exclusion grounds and compliance with participation conditions. 4. The procuring entity is a data controller within the meaning of Regulation (EU) 2016/679 of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data, as well as the repeal of Directive 95/46/EC, hereinafter referred to as 'RODO'. 5. The contractor submits the offer via the Public Procurement Platform - https://ezamowienia.gov.pl/pl/. 6. The procuring entity reserves the right, in accordance with Article 257 of the Pzp Act, to annul the procurement procedure if the public funds intended for financing the order are not allocated to it. 7. The offer, subject to invalidity, must be submitted electronically in strict accordance with the requirements specified in the SWZ. 8. The procuring entity will not award the order if the circumstances specified in Article 5k of Regulation (EU) No 833/2014 of 31 July 2014 on organizational measures in relation to destabilizing actions by Russia in Ukraine (OJ EU L 229/1 of 31.7.2014) or any of the exclusion grounds specified in Article 7(1) of the Act of 13 April 2022 on special measures to counter aggression against Ukraine and to ensure national security (Dz.U. 2025 No. 514) occur. To confirm the absence of exclusion grounds, the contractor must submit a statement as Annex 6 to the Offer Form with the offer. 9. Detailed implementation timelines are described in Chapter II of the SWZ – OPZ and Chapter III of the SWZ – Contractual Provisions. 10. In case of offering an equivalent solution, the contractor must submit the relevant documentary evidence with the offer to confirm compliance with the requirements specified in Chapter II of the SWZ – Order Description (as per point 6 of Chapter I SWZ – Contractor Instructions), namely: 10.1. Annex 6 to the Offer Form – template of the parameters list – to be submitted with the offer to confirm the parameters required in the OPZ; 10.2. Indications – appropriately in Annex 6 to the Offer Form – locations (in the equipment documentation, website screenshot with configuration, catalog card, technical specification or other technical documentation) where the fulfillment of the requirement is confirmed (document name, page number, paragraph, etc.). If the above-mentioned location cannot be provided or is insufficient, the contractor must describe how the requirement is fulfilled and submit additional documentary evidence to confirm compliance with the requirement. If the contractor does not submit the relevant documentary evidence or the submitted evidence is incomplete, the procuring entity will require the submission or completion of the evidence within the specified deadline. 12.
